Primary Duties

This position serves as the expert-level technical lead for enhancing, upgrading, and maintaining mission critical Information Systems that support the Public Health Laboratory (PHL).

Strategic responsibilities include prioritizing direction and development of recommendations of PHL-wide implementation efforts associated with all aspects of the IT systems supporting the PHL and systems that support the exchange of information between the PHL and their partners.

Tactical responsibilities include all aspects of design, technical applications architecture, and working knowledge of HL-7, LIMS, web services, and radio chemistry instrument interfacing. Included systems are Public Health Emergency Preparedness Response (PHEPR) information systems utilized by the public, local health providers, and local public health and internal/external customer support. IT systems supported include Starlims, PHILLIP, WERDS, Rhapsody, systems requiring interfaces include Public Health Reporting Electronic Data (PHRED), Public Health Issues Management Systems (PHIMS), HIE for newborn screening, and existing Access applications used by the PHL, and the SECURES system.

Requirements:

Required Qualifications

A Bachelor’s degree or higher in Computer Science, Chemistry, Biology, Engineering, or a closely allied field.
Four (4) or more years (full-time equivalency) of experience in the following areas: 
o Programming computers in a combination of the following operating systems: UNIX, LINUX, MS Windows 7, XP, Win 95, OpenVMS
o Working with relational databases, specifically MS SQL databases
o Programming in MS VB, Java, Perl, C++, Java, PEARL, C#.Net 4.0
o Preparing documentation including internal technical documents, schematics and system diagrams, user documentation and manuals
Three (3) or more years of experience with laboratory measurements of radioactive materials, including Alpha spectroscopy, Gamma spectroscopy, and Liquid scintillation.
Two or more years of experience with multi-factor authentication for Health related based applications.
One (1) or more years of experience in the following areas:
o Configuring and programming the Rhapsody Interface engine
o Working with HL-7, LOINC, SNOMED, and OIDS
o Working with Starlims Scripting Language

(NOTE:  Experience may have been gained concurrently.)

Desirable Qualifications

Experience with Nuclear Instrumentation; hardware, interfacing, and Data processing.

Conditions of Employment 

Willing and able to work indoors, confined to a desk the majority of an 8-hour workday, in an open office environment with possible conversation and other noise distractions, with or without an accommodation.
Willing and able to occasionally work with Laboratory instrumentation.
Willing and able to work the core business hours of Monday through Friday, 8 am to 5 pm, with a scheduled lunch break.
Willing and able to occasionally work in excess of 40 hours per week and/or to adjust normally scheduled hours to meet program needs and critical deadlines.
Willing and able to occasionally travel statewide and nationally, which may include overnight stays, to meet program needs.
Willing and able to maintain and improve your proficiency in state of the art technology that supports achievement of agency goals and objectives by seeking out, taking and applying training, reading industry publications and other methods to enhance your competencies.
