| Description: |
Under the general direction of the County Manager, the Human Resources Director administers the functions of the County’s Human Resources Department. Coordinates, administers and makes recommendations for improvement of a comprehensive personnel management program, including recruitment, referral and selection, pre-employment testing, classification and compensation, benefits administration, worker’s compensation, safety and wellness, substance abuse policy and procedures, employee services and training, personnel administration and record-keeping, assessment centers, performance appraisal, affirmative action and equal employment, employee recognition and organizational development. Oversees staff function for the Personnel Advisory Board, receiving, processing, investigating and coordinating hearings for employee appeals. Provides information to all levels of employees regarding the Drug Free Workplace Act, FLSA, Sexual Harassment, ADA, FMLA, safety regulations, etc. Assures compliance with the Chatham County Personnel Ordinance and Procedures Manual, as well as Federal, State and local rules, regulations, procedures and ordinances regarding personnel administration and related areas. Develops, prepares and oversees the departmental budgets. Administers actions regarding discipline, promotion, or discharge. Provides leadership, guidance, and technical assistance to County department personnel. Attends regular meetings with the County Commission, Department Heads, County Manager and other related persons or entities. Oversees participation in community outreach programs such as the United Way, March of Dimes, blood drives, etc. Responds to citizens’ concerns, questions and comments in a timely and courteous manner. |
| Requirements: |
Bachelor’s Degree from an accredited college or university with major course work in Human Resources Management, Business, Sociology, Industrial Psychology, Public Administration, or related field, supplemented by five (5) years of progressively responsible professional experience in personnel management, including oversight of multiple departments. Master’s Degree preferred. Possess strong strategic leadership and decision–making skills. Must possess knowledge of applicable state and federal statutes concerning all aspects of personnel management. Must possess a strong background in policy development. Possess substantial knowledge in the principles, practices and functions of personnel management systems and local governmental organizations, as well as all applicable Federal, State and local laws, rules, regulations ordinances, guidelines, etc. Possess knowledge of the methods, techniques, and procedures utilized in preparing and administering examinations, developing and administering classification and compensation plans, assessment centers, benefits administration, wellness programs, and other personnel services. Must be able to prepare and present accurate and reliable reports. Possess substantial knowledge of budgeting and budget preparation. Possess excellent organizational, analytical and inter-personal skills. Possess excellent computer skills with knowledge of standard and specialized software. Possess excellent oral and written communication skills. PHR or SPHR, IPMA and/orSHRM, IPMA or comparable professional certification(s) preferred. Must possess a valid driver’s license
