IEUA is a wholesaler of drinking water and operator of state-of-the-art water recycling facilities serving seven member agencies with a population of approximately 850,000 in the west end of San Bernardino County, California.  IEUA is a leading public agency in the environmental protection field, headquartered in the City of Chino in a platinum award winning Leadership in Energy and Environmental Design (LEED) green building. IEUA generates beneficially reusable products including recycled water, compost, and renewable energy. The Agency operates and maintains four water recycling plants which produce up to 60 million gallons per day (MGD) of high quality recycled water, a composting facility that produces up to 220,000 cubic yards per year of SoilPro compost and more than 7 megawatts per day in biogas and solar renewable energy.  IEUA also manages the recharge of recycled, storm, and imported water through the award winning Chino Basin Groundwater Recharge Program and coordinates regional water efficiency programs.

The Position:

The ideal candidate will be a seasoned human resources professional with expertise and knowledge in employee and labor relations, including corrective actions, grievance procedures, negotiations and contract administration, workplace investigations, and legal and regulatory compliance.  The Manager of Human Resources is a member of the management team which operates in a collaborative environment to accomplish the goals of the Agency.             

Distinguishing Characteristics:

This single position class is responsible for managing and integrating Executive Management direction in order to achieve effective utilization and development of Agency staff and facilities through comprehensive human resources programs, including  promotion of employee relations services, maximizing training opportunities to develop and enhance staff's skillsets, advancement of employee morale and productivity to bolster effective communication between Agency staff, management and regulatory agencies; ensure employee safety through relevant health and environmental safety programs and ensure compliance with State and Federal employment laws.  

Job Requirements:

Experience and Education

• Graduation from a four?year college or university with a major in public or business administration, human resources, psychology, or a closely related field;
• Five (5) years of responsible human resources management experience including;
• 3 years of which were in a supervisory or management capacity;
• Experience in developing or administering employee health and/or safety programs is preferred;
• Experience in a governmental setting is preferred.
• A Master’s degree is preferred.

Licenses and Certificates:

• A valid Class “C” California driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance program.
• Possession of Senior Professional in Human Resources certification is highly desirable.
