| Description: |
The City of Irvine seeks a customer oriented, professional to join the Animal Care Center. The Animal Care Center Supervisor will supervise, train, and schedule Animal Care Center personnel; oversee and coordinate daily operations; assist administrative, purchasing and budgeting functions; handle citizen inquiries/complaints; and ensure adherence to Animal Care Center standards and program procedures. This person will manage the Center’s volunteer programs consisting of approximately 500 volunteers who donate 50,000 hours per year. The Animal Care Center Supervisor oversees the work of 20-30 part-time staff, directly supervises three full-time employees and reports to the Animal Care Center Administrator.
The ideal candidate for this position will have demonstrated successful experience with volunteer management, supervising part-time staff, establishing a culture of superior customer service and recommending policies and procedures to improve efficiency and effectiveness. This person should have excellent people management skills, a keen understanding of animal care center operations, fundraising experience and the ability to coordinate and facilitate training sessions.
Hours: This position will have a regular work schedule of Tuesday-Saturday 8:00 AM – 4:30 PM and some Sundays, with advanced notice.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this classification. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned. • Oversees and coordinates the day-to-day operations and programs of the Animal Care Center, insuring that the established basic care standards are met. Develops, recommends and implements long-range goals, objectives, and policies relevant to the Animal Care Center. Prepares new program proposals and evaluates and recommends improvements or replacement of existing programs and services. • Oversees kennel operations; evaluates animals for adoptability; reviews behavioral assessments and makes recommendations regarding on-going disposition of animals to the Animal Care Administrator. Coordinates the cleaning and disinfecting of kennels and the feeding and care of all animals; maintains standards of conduct and cleanliness; assists Animal Services Officers with kenneling of animals; may transport animals to off-site facilities. Recommends procedures consistent with departmental directives, policies and regulations and ensures that appropriate policies and procedures are followed by subordinates and customers. Assists Animal Care Center Veterinarian in providing animal medical care as needed. • Supervises assigned staff. Delegates assignments, explains special orders and information. Investigates citizen complaints and inquiries regarding subordinate personnel. Prepares and reviews written and oral performance evaluations. Assigns objectives and recommends and implements a variety of personnel actions. • Oversees the Animal Care Center volunteer program; recruits and trains volunteers; assists volunteers and affiliated non-profit organizations to meet their objectives; supervises the Regional Occupational Program and other related programs. • Ensures that building, equipment and amenities of the Animal Care Center are maintained and in working order and supplies are adequate to meet basic care standards; arranges custodial, maintenance, rehabilitation and repair work; recommends and implements equipment replacement. • Develops, administers and monitors the work unit budget; participates in developing the section and department budget. Oversees the assessment and collection of fees and reconciles revenues; researches, develops and implements alternative funding sources such as grants, corporate sponsorships, group support, donations and fund-raising activities. • Coordinates the animal licensing program; ensures compliance with state and local laws; may assist with counter operations including animal adoptions and customer service. • Maintains effective communications with staff, veterinarians, animal services officers, other animal shelter facilities, and the community to provide needed services and coordinate activities with affiliated organizations. Receives customer/client complaints and implements solutions. • Monitors compliance with service contract(s); recommends contractors, contract requirements, extensions and terminations; prepares bid specifications and requirements documents. • Provides information regarding assigned program(s), events, classes, services and resources to the general public, city officials, and other interested individuals and groups; prepares and gives public presentations; represents the Animal Care Center in meetings with community groups, other agencies, and professional organizations; serves on task forces/committees. Advises groups and individuals regarding registrations and facilities use policies. • Prepares and approves correspondence, reports and statistical information such as incident reports, purchasing requisitions/authorizations, warrant requests, policies and procedures, promotional information, and monthly program participation statistical reports. • Maintains current knowledge of animal sheltering practices and laws, animal health regulations and technology, state and local animal regulations, animal behavioral training techniques, community service needs and trends, and City policies and procedures. • Utilizes word processing, spreadsheet and database software applications. Applies knowledge of current technology to enhance and upgrade service delivery. • Ensures that all shelter and veterinary records are maintained in compliance with state and local regulations. • Maintains budget-related records. • Performs other duties as required. |

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Bachelor degree in veterinary technology, animal husbandry, business or public administration, or related field with four (4) years of experience in shelter management, including at least two (2) years in a supervisory capacity, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Possession of a valid California Class C driver license.
Possession or ability to obtain a valid Euthanasia Certification from the American Humane Association.

DEPARTMENT Community Services The Community Services Department has developed over the City’s history into an award winning mixture of programs and services. The Department employs 114 full-time and 500 part-time personnel and operates under a $28 million budget. Community Service programs/functions include Senior Services, Child, Youth, and Family Services, Animal Care, Recreation and Park Services, Disability Services, Athletics, Aquatics, Fine Arts Center, Facility Reservations and Contract Classes, Facility Maintenance Services, Public Facility Construction and Rehabilitation, Development and Park Planning, Open Space, Community Relations, Volunteer Coordination, Public Information and Special Events, and Transportation Services (TRIPS).
The Department oversees development and maintenance of over 700,000 square feet of high quality public facilities, creation of community and neighborhood park systems, and operation of existing parks and facilities, which includes: athletic fields and two aquatic centers; eighteen community parks; two senior centers; seven community centers; a Fine Arts Center; thirty-two neighborhood parks; an adventure playground; a nature center; an animal care center; and a skate park.
