The Finance Director is responsible for the planning, management, organization and direction of the activities of the Finance Department. The Director is a key member of the City’s executive management team. This position serves as the financial advisor for the City Manager and City Council, and works collaboratively with other departments to ensure the integrity of City finances.
The candidate should have a proven history of leadership in the financial management field, understand the strategic role of financial management, and support organizational business analysis efforts.
The candidate should also be a current leader in the field and a confident, proactive and collaborative profes-sional. Managers who employ a supportive and motivating leadership style and partnership approach are preferred. Candidates should possess strong interpersonal, oral and written communication skills. Experience in financial management, analysis and budgeting is important.
The Finance Department is being transformed with a renewed focus on enhancing service to internal customers. This collaborative process has led to reorganization efforts which are on-going. The new director will be challenged to continue these transformative efforts. The department is an organizational leader in facilitating strategic management and financial support for other City departments. These efforts need to be continued and emphasized in the future.
The City has well funded and managed health insurance and pension plans. The Finance Director will be expected to exhibit leadership and creativity in managing these plans in a constrained future fiscal environment.
Automation and increased system integration are essential in the future. The City’s accounting and financial management system is nearing the end of its life cycle. It will be necessary for the Director to recommend and implement a new system. The effort will demand collaboration with other departments to ensure a successful outcome.
Graduation from a four-year college with a degree in public or business administration, or a related field, and at least five years of management experience is required. A Masters degree in business, public administration or related field, plus ten years experience managing a comprehensive finance division or department, and a CPA or other similar designation is preferred.
