Job Description

The general function of the position within the organization is to perform highly complex work related to managing all maintenance personnel and operational activities throughout Lake County.   This position is under supervision.

Description:

PRIMARY DUTIES: Prepare and review bid documents; designing contract services; preparing cost estimates; reporting project status. Project liaison on large and sensitive projects. Evaluate and approve materials and shop drawings for equipment. Ensure that all emergency systems are reliable and in a condition of readiness. Manage all facility maintenance personnel, activities and operations. Assign and inspect work performance. Manage housekeeping services both in-house and contracted. Inspect facilities for deficiencies and develops strategic capital programs for maintaining County facility assets. Develop and manage the maintenance operations budgets and operational plans. Coordinate regulatory compliance requirements in matters of facility management. Coordinate facilities projects. Coordinate and implement the facilities portion of the CCIP program. Act as the liaison to other departments in matters of maintenance and facilities management. Coordinate the on-going Infrastructure Assessment and Improvement Program. Represent or direct the staff that represents the Facilities Operations department on all construction and remodeling projects. Act as the County’s expert in matters of facilities operations and management. Manage the economical consumption of energy. Establish the operational standards for facility systems in existing and new buildings. Design or approve training activities for Facilities Operations staff. All other related duties as assigned.

COMMUNICATIONS REQUIREMENTS: Reads and interprets advanced professional materials; writes extremely complex reports and papers; speaks to high level professional groups.

COMPLEXITY OF WORK: Performs work involving the application of broad principles of professional management and leadership to solve new problems for which conventional solutions do not exist; requires sustained, intense concentration for accurate results and continuous exposure to unusual pressure.

IMPACT OF DECISIONS: Makes decisions with catastrophic impact - has widespread impact on public and private organizations, the general public, and geographic area; survival of organization is threatened or the potential for loss of life and/or severe damage.

EQUIPMENT USAGE: Supervises the activities of those handling machines, tools, equipment, or work aids involving extensive latitude for judgment regarding attainment of standard or in selecting appropriate items.

SAFETY OF OTHERS: Requires management level responsibility for application and interpretation of the policies regarding the provision of continuous enforcement of the laws and standards of public health and safety.

Requirements:

Required Experience

Requires education or training equivalent to a bachelor’s degree in business administration, industrial engineering, construction management, architecture, engineering or related field. Requires ten years of related experience.  Requires considerable knowledge of the rules, regulations, policies and procedures of County government; of the principles of program budgeting, personnel, statistics and procurement; of applicable laws, ordinances and regulations involved with maintenance procedures; and of occupational health standards and safety precautions of the trade.

PHYSICAL DEMANDS: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating machines, tools, or office equipment. The position is exposed to bright/dim light; dusts and pollen. The position requires normal visual acuity and field of vision, hearing, and speaking abilities.
