Who We Are: An Employer of Choice in the Inland Empire IEUA is a wholesaler of drinking water and operator of state-of-the-art water recycling facilities serving seven member agencies with a population of approximately 850,000 in the west end of San Bernardino County, California. IEUA is a leading public agency in the environmental protection field, headquartered in the City of Chino in a platinum award winning Leadership in Energy and Environmental Design (LEED) green building. IEUA generates beneficially reusable products including recycled water, compost, and renewable energy. The Agency operates and maintains four water recycling plants which produce up to 60 million gallons per day (MGD) of high quality recycled water, a composting facility that produces up to 220,000 cubic yards per year of SoilPro compost and more than 7 megawatts per day in biogas and solar renewable energy. IEUA also manages the recharge of recycled, storm, and imported water through the award winning Chino Basin Groundwater Recharge Program and coordinates regional water efficiency programs.

The Position: Under the direction and supervision of the Manager of Internal Audit, conducts internal audit functions; investigates and appraises the Agency’s system of internal accounting processes and controls; monitors the efficiency and effectiveness of Agency operations and compliance with applicable State/Federal laws and regulations; monitors compliance with established Agency policies and procedures; audits and evaluates the books and records of outside agencies and Joint Powers Authorities (JPA) whose operations directly impact the Agency; conducts a variety of management studies; and performs related duties as assigned.
Distinguishing Characteristics: The Senior Internal Auditor, under direction, performs a variety of difficult, technical, and complex financial audits, analyses and studies regarding the Agency’s internal accounting controls, operations and system performance to ensure that the Agency has efficient and accurate financial processes which safeguard Agency assets, and ensures that the Agency operates efficiently and effectively in compliance with applicable State/Federal laws and regulations, and Agency policies and procedures. The incumbent performs audits and evaluations of grants received by the Agency, outside agencies and JPAs to ensure books, accounts and records properly support sources of revenue for or expenses charged to the Agency or incurred by the Agency on behalf of the respective grant, agency, and/or JPA. |

Job Requirements: Experience and Education
- Graduation from a four-year college or university with a major in accounting, finance, business administration or a closely related field is required;
- At least two years of progressively responsible experience in auditing or internal auditing;
Licenses and Certificates:
- A valid Class “C” California driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance program.
- A license as a Certified Public Accountant, or certified Internal Auditor designation in the State of California is desirable, but not required.
