| Description: |
A Workers’ Compensation Administrator plans, organizes and directs, through subordinate managers, the work of professional and clerical employees engaged in the administration and management of the City workers’ compensation program; applies sound management principles and techniques in building and maintaining an effective work force; and fulfills equal employment opportunity responsibilities. |
| Requirements: |
1. One year as a Principal Workers’ Compensation Analyst with the City of Los Angeles; or
2. Two years of full-time paid experience in a position at the level of claims manager which provides experience supervising senior claims staff in the administration of workers’ compensation benefits.
NOTES:
1. In addition to the regular City application, all applicants must complete a Workers’ Compensation Administrator Qualifications Questionnaire at the time of filing. The Workers’ Compensation Administrator Qualifications Questionnaire is located within the Supplemental Questions section of the City application. Applicants who fail to complete the Qualifications Questionnaire will not be considered further in this examination, and their application will not be processed.
2. Candidates who lack six months or less of the above required experience may file for this examination. However, they cannot be appointed until the full experience requirement is met.
3. A “Self-Insurance Administrator’s Certificate of Achievement” issued by the State of California is desired.

EXPERT REVIEW COMMITTEE:
Should a large number of qualified candidates file for this examination, an Expert Review Committee may be assembled to evaluate each candidate’s qualifications for the position of Workers’ Compensation Administrator. In this evaluation, the Expert Review Committee will assess each candidate’s training and experience based upon the information in the candidate’s City employment application and the Qualifications Questionnaire. Only those candidates considered by the Expert Review Committee as possessing the greatest likelihood of successfully performing the duties of a Workers’ Compensation Administrator based solely on the information presented to the committee, will continue in the selection process.

The examination will consist entirely of an evaluation of professional and personal qualifications by application review. Emphasis may be placed on the adequacy of the candidate’s experience and personal qualifications as they provide the candidates with the ability to administer a workers’ compensation program through subordinate managers, including technical claims management, budget and finance, and contract management; the ability to supervise employees engaged in dispensing workers’ compensation benefits, including training, planning, directing, evaluating, disciplining and Equal Employment Opportunity; training and experience presenting evidence before the courts and Workers’ Compensation Appeals Board regarding pertinent laws, codes and regulations, injuries and treatments; the ability to deal tactfully and persuasively with a variety of individuals, including City officials, departmental managers, third party administrator staff and attorneys; and other necessary skills, knowledge and abilities.

5. The promotional list will ordinarily be used ahead of the open competitive. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding seniority credit at a rate of 0.10 of a point for each year of continuous service in a qualifying classification to a maximum of 1 point, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
6. You must have received a regular appointment to a City position or be on a reserve list to file on a promotional basis.
7. In conjunction with Civil Service rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
