Directs a full range of comprehensive/innovative mental health, developmental services, substance abuse and social services programs.
Ensures that the appropriate resources are made available to meet the social and financial needs of individuals and families and, that children and adults are protected from abuse and neglect through the effective and proactive administration of programs including Welfare-to-Work initiatives, Temporary Assistance to Needy Families (TANF), Medicaid, Food Stamps, Workforce Development /Employment, and Day-Care Assistance.
Directs programs to ensure that disabled persons receive appropriate services in the community including outpatient, medication management, day, residential, in-home, vocational, emergency, and case management services for children, adults, and elderly citizens.
Collaborates effectively with the faith-based and volunteer communities, other agencies, and government and business leaders to identify and manage gaps in services for citizen; and provides staff support to the Social Services Advisory Board, Community Services Board and serves as the CSB Executive Director. Directs the proactive and effective administration of all programs.
Provides recommendations to the City Manager, or designee, on program/policy innovations, changes, and enhancements.
Leads and serves on organizational initiatives/ programs and assignments to support and address the quality of life and public safety issues that characterize community-based programming.
Ensures provision of sheltering functions necessary to care for residents and visitors during emergency events.
Plans programs to meet City Council's destination points, Mayor's Action Challenge and the city's strategic outcomes. Ensures that federal, state, and local regulations are met and appropriate accounting practices are followed in receiving federal and state reimbursements.
Provides recommendations to the City Manager, or designee, regarding intergovernmental policies impacting local service delivery issues with special focus on funding and compliance. Partners with other city and state departments and other organizations for effective results.
Represents the city on program and service related issues with external organizations and the media. Serves in leadership capacity on various advisory boards and commissions. |
