The City of Charlotte, Charlotte Mecklenburg Utilities Department, is seeking an experienced Water Quality Program Administrator to work in our Environmental Management Division. Major Duties and Responsibilities:
This position is responsible for the regulatory oversight for five wastewater treatment plants with a permitted capacity of 123MGD, and the Industrial/Pretreatment Program and Biosolids Program. This includes oversight for all requirements of the Clean Water Act and other federal and state regulations. Duties include assistance to plant managers on process evaluation at all five wastewater plants, quality control and review of all regulatory reports including State Data Monitoring Reports (DMR); preparing and negotiating NPDES permit applications and limit requirements; Coordinates and works as key integrator of information and data from Industrial Pretreatment, Biosolids and wastewater treatment to assist complete evaluation of the system as well as protection of the system; Provides support and high level review for the Industrial Pretreatment program including headworks analysis, troubleshooting with compliance issues and training; Provides training as needed for process control, sampling and other related areas; provides assistance to Superintendent regarding regulatory requirements, future potential requirements and impacts; represents the Department on key task forces and committees related to wastewater treatment; coordinates and works with the Laboratory Services Division to complete necessary sampling and analysis, works in coordination on special projects, provides quality review of data; monitoring of the sanitary sewer system to establish pollutant and flow baselines and providing management level reports to identify trends for planning purposes.
Requires a BA/BS in Environmental Science, Engineering or related field and six years experience in wastewater treatment and/or in a regulatory program such as Industrial Pretreatment. Requires knowledge of wastewater treatment processes for complex wastewater treatment facilities such as biological nutrient removal (BNR). Biological Wastewater Certification and/or NC Pretreatment certification preferred. Requires strong knowledge of the Clean Water Act and its associated requirements. Requires strong knowledge of laboratory analysis for wastewater. Requires strong negotiation skills.
Also requires strong communication and collaboration skills. Requires strong customer service skills; Ability to work as a team member; Supervisory experience is preferred.
