Public Agency Attorney

The Santa Clara Valley Water District has an opening for a hard-working and talented attorney with two or more years of demonstrated attorney work experience representing clients before Federal and/or State administrative agencies who can quickly obtain a working knowledge of rules and regulations of administrative agencies to competently advise and represent clients on regulatory and administrative matters. This includes providing legal assistance and guidance in procuring regulatory permits/licenses, and representing clients at administrative hearings and related judicial proceedings. Experience representing clients before the California State Water Resources Control Board, California Department of Fish and Wildlife (formerly the California Department of Fish and Game), Regional Water Quality Control Board, National Marine Fisheries Service, or U.S. Fish and Wildlife Service is preferred, but not required. In addition, the attorney will be expected to function as a generalist public law attorney handling a wide variety of legal work for the District in areas such as employment law, labor Law (including bargaining and labor arbitrations). real estate law, employee health and safety law, land use and development law, government ethics law, public procurement law, public entity law (e.g. conflicts of interest, Brown Act, Public Records Act), contract drafting and negotiations, and legislative analysis and/or drafting. The District provides watershed stewardship, flood protection, and comprehensive management of water resources and supply for Santa Clara County.
Exceptional written and oral communication skills are essential. The attorney must also be adept at multitasking and prioritizing his/her time to successfully meet the competing demands he/she will encounter at the District. We seek an attorney who is enthusiastic and passionate about bringing a high level of service to his/her internal clients. The successful candidate will join a congenial legal office including 5 other attorneys, located at the District’s headquarters in San Jose, CA.
