Knowledge, Skills, and Abilities: Knowledge of:
- Principles, practices and techniques of Human Resource administration
- Employee benefit plans and plan requirements, restrictions, etc.
- Applicable laws, rules and regulations, policies and procedures, and labor agreements
- Research methodologies
- Automated payroll systems, e.g. JDEdwards, as well as basic PC operation and Microsoft Office (Word, Excel, Access, PowerPoint, Outlook)
- Research methodologies
Ability to:
- Utilize automated payroll systems
- Direct the work of others
- Work with databases, spreadsheets, and word processing
- Establish and maintain effective working relationships with staff, supervisor, other County employees, and vendors
- Maintain the confidentiality of employeeinformation
- Work independently and make relevant decisions
- Communicate effectively, both orally and in writing
The position of Benefits Specialist is a technical/administrative position within the Benefits Section of the Department of Human Resources. The primary function is to perform professional technical/administrative work in the area of employee benefits. These duties include assisting employees with benefits-related concerns, coordinating routine and special projects, conducting research, analyzing information and problem solving. The incumbent reports on a daily basis to the Deputy Director and may provide work direction to the Benefits Representative(s) and clerical personnel as needed.
Duties:
- Coordinates and implements special projects (e.g., open enrollment, audits, new programs, etc.)
- Assists in the review and analysis of employee benefit plans in accordance with County policy
- Conducts research into employee benefits
- Consults with vendors on employee benefit issues
- Functions as County Human Resource liaison on employee benefit issues
- Assists in the planning for and implementation of employee benefit plans
- Gathers and analyzes information and statistical data for a variety of reports
- Assists in the development of policies and procedures relating to employee benefits
- Responds to employee inquiries concerning employee benefits
- Conducts employee benefit orientation on a weekly and as-needed basis
- Completes vendor and HRIS benefit enrollment processes
- Processes employee benefit invoices as assigned
- Performs duties in accordance with all applicable laws, rules and regulations, policies and procedures, and labor agreements
- Maintains both manual and computerized records; prepares reports and correspondence
- Researches and resolves problems related to employee benefits
- Works directly with employees concerning employee benefit matters
- Explains benefits plans to employees, and maintains employee plans
- Performs other related tasks as assigned

| Requirements: |
Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related degree AND Three (3) years of experience with employee benefits, One (1) year of which must be in directing the work of others in employee benefits. Six months of experience working with automated employee benefits and payroll systems is also required. Candidates with experience in JDEdwards preferred. An equivalent combination of education and experience may be substituted. |
