Plans, directs, coordinates and supervises the activities of the purchasing division of the City; controls and coordinates the procurement of goods and services.

Description:

Carries out supervisory responsibility in accordance with City policies, procedures and applicable laws including: training in job skills; planning, assigning and directing work; appraising performance; addressing complaints and resolving problems. Plans, allocates, and monitors time, people, equipment, and other resources for the City to ensure efficient organization and completion of work. Develops, communicates, and monitors policies, procedures, and standards for the division; recommends improvement when necessary. Identifies and develops potential sources of supplies, materials, equipment, and services that are capable of providing appropriate quality at appropriate prices. Reviews and approves all requests for material and services submitted for purchase by all departments. Evaluates, recommends, coordinates and supervises the processing and modification of existing computer systems to include the replacement of systems deemed to be dysfunctional.

Requirements:

 Requires bachelor’s degree from a four-year college or university in Business Administration, Public Administration, Accounting or a related field; and four to six years of progressively responsible related experience; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Certified Public Purchasing Manager (CPPO) preferred. Must be able to complete required NIMS level training within six (6) months of hire. Knowledge, Skills & Abilities: Requires knowledge of generally accepted principles and practices of governmental purchasing and accounting; business and contract law; basic budgetary principles and practices; administration of staff and activities; applicable state, federal and local laws, rules and regulations; computer applications related to the work. Skilled in using tact, discretion, initiative and independent judgment; analyzing and resolving office administrative situations and problems; researching, compiling, and summarizing informational and statistical data and materials; organizing work and setting priorities; applying logical thinking to solve problems or accomplish tasks; using a calculator, financial software and other accounting tools; good mathematical skills; communicating clearly and effectively, orally and in writing; preparing clear and concise reports, correspondence and other written materials. Ability to read and interpret documents, professional periodicals, technical procedures and government regulations. Physical Demands: Sitting, standing, using hands, and lifting and/or moving up to 10 pounds. Typical Working Conditions: Office environment, typically moderately quiet.
