THE POSITION

This is a full time, permanent position within Purchasing, a Division of the Office of Central Services.

The mission of the Office of Central Services is to provide efficient and cost-effective support services to county operating departments so that they can provide their services to the citizens of Anne Arundel County. This support consists of centralized purchasing, risk management - insurance and safety, facilities (buildings) maintenance and management, fleet maintenance and management, and real estate management.

The Purchasing Division is responsible for purchasing all of the supplies, materials, equipment and services necessary to sustain the County's daily operations. It is also responsible for procuring all the Consultant Services and Construction contracts required to facilitate the Capital Budget Program. In 2011, the Purchasing Division facilitated 84,696 transactions, which include purchase orders, change orders, direct payments, blanket order releases against annual contracts and procurement card transactions with a total value of $333,001,659.

This is specialized and advancing professional work in large-scale purchasing and contracting for materials, supplies, equipment, and services.

Description:

Work involves responsibility for supervising and coordinating commodity group teams, conducting research as a preliminary to and basis for negotiations of contracts, and the analysis and development of improvements in bid invitations, specifications, and other features of procurement practice. Work is required to be performed in conformity with applicable laws and regulations, but the employee of this class is expected to proceed with substantial independence in evaluating existing practices and procedures and in identifying and exploiting opportunities for improvements therein. Work is subject to review by the Purchasing Agent where significant procedural changes are involved, but work is appraised primarily in terms of quality of constructive work in strengthening the effectiveness of procurement operations.

EXAMPLES OF DUTIES AND KNOWLEDGE, SKILLS AND ABILITIES

Analyzes distribution of work among commodity teams in interest of achieving improvements in workload balance and maximizing the use of available resources; evaluates the quality of reference and technical materials available for use by buyers in identifying and evaluating sources and products; develops detailed plans for improvements in these areas.

Conducts research into sources of supplies and services; develops criteria for use in making preliminary selections from among possible bidders; plans and develops resource files for use in identification and pre-qualification of bidders.

Analyzes form and content of bid invitations and specifications for supplies, equipment, and services so as to improve the quality and responsiveness of bids and proposals.

Performs related work as required.

KNOWLEDGES, SKILLS, AND ABILITIES

Thorough knowledge of modern procurement policies, procedures, and practices.

Thorough knowledge of sources of supplies and services, prices, and market conditions and trends.

Thorough knowledge of the needs of vendors and contractors for information as a basis for providing pertinent, informed, and meaningful bids and proposals.

Considerable ability in evaluating and developing improvements in procurement practices and procedures and administrative arrangements and staffing for their conduct.

Considerable ability in written and oral expression.

Ability to establish and maintain effective work relations with colleagues, vendors, suppliers, and served agencies.

Requirements:

Graduation from an accredited four-year college or university with major course work in business administration, finance or a related field; four (4) or more years of technical experience in large-scale procurement of diverse materials, supplies and services.

Note: The four year degree may be substituted with either an Associates degree or 60 college credits plus two (2) additional years of work experience. Course work should consist of business administration, finance or a related field, The two (2) years of technical experience should be in large-scale procurement of diverse materials, supplies and services.

SUPPLEMENTAL QUALIFICATIONS Preference will be given to candidates with the following:
Professional certification in one or more of the following: APP, CPM, CPPB, CPPO.
