Interviews and hires staff, organizes and coordinates the work, assigns responsibilities to staff, and evaluates progress toward meeting goals and the performance of the work of staff involved in public works oriented functions, including wastewater treatment, solid waste management, sewer maintenance, recycling, building code regulations, Neighborhood Improvement Team, Central Garage, facilities maintenance. The Community Services functions include citizen’s complaint management.
Confers and coordinates activities with State, Federal, and local environmental and public works agencies/organizations; speaks before various civic and professional organizations on Public Works matters; presents reports (written and verbal) to the Public Works Director; functions as the Public Works Director during the absence of the Director of Public Works and the Assistant Director of Public Works.
Develops and implements the department’s employee safety program, including training, instruction and scheduling employee attendance, evaluating course effectiveness, and spot checking employees at their job sites to ensure that they are complying with established safety procedures, practices, and guidelines; reports any violations observed and recommends appropriate action.
Knowledge, Skills, and Abilities:
Knowledge of the principles and practices of public administration, including budgeting, program planning/development, employee training and supervision, and public works management principles.
Knowledge of public works operations, including environmental services, customer services, building maintenance, and vehicle management.
Knowledge of Joplin City Charter/Code regarding public works functions/activities.
Knowledge of principles, practices, and techniques for developing and implementing an employee safety program.
Skill in establishing and maintaining effective working relationships with elected City officials, department management staff, and the public.
Skill in researching, analyzing, and evaluating public works services and functions.
Skill in interpreting complex public works regulations.
Skill in creating and evaluating complex public works oriented management standards.
Skill in planning, organizing, and directing the work of staff.
Skill in developing and implementing employee safety policies and procedures.
Skill in managing multiple projects simultaneously.
Requires high levels of sitting and standing; manual dexterity sufficient to operate essential job related equipment such as computers, typewriters, calculators, FAX machines, copiers, and telephones; must be sighted, hearing, and mobile to such a degree as not to compromise safety rules or the safety of self or others while working. Must be able to work in all weather conditions.
An undergraduate degree in Public Administration, Business Administration, Engineering, or a closely related field and five years full time experience in supervisory, managerial, or administrative work in a public works organization. Must possess a valid drivers’ license. Must successfully complete a thorough background check.
