UTILITY RATE ANALYST
Organization: City of Fort Collins
Summary:

Performs complex cost of service research/studies to establish equitable rates for all Utility customer classes.

Description:

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

Conducts utility specific Cost-of-Service (COS) studies including gathering all relevant data, data processing, and analysis for electric, water, waste water, stormwater utilities.

Compiles data relating the cost of utility services and consumer rates and fees; maintains data on market trends.

Conducts Plant Investment Fee studies and analysis; performs cost studies and makes recommendation regarding new fees.

Analyzes rate and revenue impacts and makes recommendations; designs and proposes changes in utility rate tariffs and fees.

Seasonally updates utility rate tables for electric, water, and wastewater services; creates new tables, as needed, and implements quality control measures to ensure accuracy in billing.

Performs customer usage analysis to determine impacts of rate or demand changes; maintains

database, allowing for changes to be readily available for customer-specific analysis and to support other departments.

Assists in the preparation of the budget process by providing relevant financial projections and analytical support for budget development.

Provides analytical and statistical support for miscellaneous projects, including customer demographics, as needed;

Assists in performing economic and financial analysis of proposed projects to ascertain costs and benefits of proposed programs/projects.

Requirements:

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of applicable electric, waste water,  stormwater or water utility operations.

Advanced knowledge of economics and finance principles.

Knowledge of cost of service and plant investment fee principles.

Knowledge of practices and principles of project management.

Ability to perform critical analysis, draw accurate conclusions and make appropriate recommendations.

Knowledge of budget development and management.

Ability to make effective presentations to groups of varying size.

Ability to communicate effectively, both orally and in writing.

Ability to use electric meter data translation, word processing, database and spreadsheet software.

Ability to perform complex statistical analysis.

 

EDUCATION AND EXPERIENCE:

Bachelor's degree in Economics, Finance, Mathematics, or related field from an accredited college or university

plus a minimum of five years related experience; or equivalent combination of education and experience.

 

LANGUAGE SKILLS:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

 

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
