Human Resources Technician

Summary:

The City of Franklin Human Resources Department has a vacancy for a full-time HR Technician.  This is an entry level administrative position in the City’s Human Resources Department which is a small team environment that requires exceptional interpersonal skills. The selected candidate will be involved in a variety of tasks and projects on a multitude of human resources and administrative related topics.

Description:
  • Performs general administrative duties such as providing customer service to employees and the general public; answering multi-line telephone and directing calls as necessary; responding to routine questions or requests for service; receiving, copying, and distributing forms, correspondence, mail, and other related materials; initiating and receiving facsimile transmissions

  • Maintains confidentiality and professional integrity in involvement with department issues.

  • Handles various aspects of the hiring process, which includes posting job advertisements with appropriate advertising agencies and online using an applicant tracking system (Taleo), assisting candidates with the online application process, scheduling interviews, preparing, sending, and recording correspondence with applicants, conducting background checks including criminal history checks, references, and employment/education verification.

  • Conducts skills testing for communications officer; assists with the testing process for police officer and firefighter.

  • Prepares and maintains a large volume of paper and electronic files. Assists in copying and redacting files for open records requests.

  • Uses Microsoft Office efficiently on a daily basis including mail merge documents and excel spreadsheets.

  • Maintains inventory of departmental supplies and materials; initiates orders for new or replacements materials; obtains competitive price quotes

  • Assists in special projects such as coordinating employee events, retirement parties, training set-up and scheduling, etc.

  • Assists HR Director and other staff as needed

Requirements:

High school diploma (or GED) required; Associate’s or Bachelor’s in Human Resources, Business, or related field preferred; proficiency in Microsoft Excel, Word, and Outlook required; proficiency in OnBase and Taleo, preferred; minimum of three (3) years previous experience and/or training involving human resources and/or administrative work (or related) required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
