Negotiates contracts for services and equipment leases or purchases; validates service provider billings, researches tariffs and changes in legislation and instigates the changes necessary to contract the most favorable rates. |
| Description: |
Determines telecommunications needs, develops designs, writes specifications, initiates and administers the bidding process, and oversees the installation for internal clients. Works with the Network Manager and Network Administrator to coordinate data circuit installations, moves or changes. Coordinates data circuit requirements with the Network Manager and Network Administrator and assists in the setup, implementation and administration of the City wide fax server and networked copiers. Maintains the City’s telephone switches, adding new phones, voice mail administration, and maintaining existing phones; supports remote locations. Ability to troubleshoot, analyze, repair basic problems on analog and digital phones running on dial-tone. Manages the City’s communications tower assets which include working with other staff and/or consultants to develop RFP and bid specifications for construction and/or maintenance and repair agreements; assists legal counsel or consultants in negotiating ongoing contracts and tower space lease agreements with potential clients.
Other Responsibilties:
Researches and analyzes new technology and equipment to insure the City utilizes the most current and cost effective solutions available. Provides management with cost analyses and reports and studies, such as; busy studies, analyzing circuits, supporting remote locations, etc. Facilitates the purchase of PBX systems, and associated software. Confers with hardware and software vendors to clarify or resolve discrepancies or problems found in the specifications. Performs other related work as required.
Working Conditions:
Works in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like. Ability to be flexible in working hours, depending on workload requirements. May require working after normal business hours, weekends and holidays.

| Requirements: |
Four year college degree in Information Systems, Computer Science or telecommunications related field and three years experience related to the duties of this position. Telecommunications administration experience required in Avaya, Lucent, Nortel Norstar PBX management, knowledge of telecommunications circuits and equipment, experience managing voice mail systems, or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities. Valid state driver’s license and satisfactory motor vehicle record. Familiarity with PBX operations, programming of Partner key systems, Cisco Unified Communications, VOIP, Plexar based phone services, telecommunications equipment, voice mail, LAN operations, administration and support, specifically in a Windows NT, Vista, or Windows 7 environment, and computer applications related to the work.
Education and Experience:
Four year college degree in Information Systems, Computer Science or telecommunications related field and three years experience related to the duties of this position. Knowledge:
Oral and written communication ability equivalent to that normally acquired through four year college, vocational, or technical program in Computer Technology or related field, or extended experience in the field sufficient to gain the knowledge and familiarity is required. Familiarity with PBX operations, programming of Partner key systems, Cisco Unified Communications, VOIP, Plexar based phone services, telecommunications equipment, voice mail, LAN operations, administration and support, specifically in a Windows NT, Vista, or Windows 7 environment, and computer applications related to the work.
Skills:
Fully trained and highly skilled in the use and management of telecommunications systems, preferably Avaya Partner, Lucent and Nortel Norstar PBX systems. Project management skills sufficient to plan telecommunications installation and modification, use analysis, and systems analysis projects for internal clients. Interpersonal skills necessary to effectively interact with superiors, internal staff, citizens, and others in order to give and extricate information in a courteous and friendly manner. Management and operation of PC computer systems and all associated peripheral devices such as local and network printers, CD drives, diskette drives, tape drives, scanners, modems etc.
License and/or Certification:
Valid state driver’s license and satisfactory motor vehicle record.
Mental & Physical:
Ability to read, understand and apply the technical aspects of the operation of an electronic computer; ability to understand and apply complex oral and written instructions. Analytical abilities required to interpret data, recognize discrepancies contained in data, and correct or determine the cause of discrepancies. Mental/visual effort required due to sustained periods of concentration, working under pressure of deadlines, and continual interruptions in concentration from staff requiring assistance. Analytical skills necessary to apply technical knowledge to practical use in analyzing PBX and telecommunications hardware and software, applications, and program specifications for a variety of applications; develop solutions and recommend courses of action. Ability to install phones on legacy analog systems as well as familiarity with Cisco VOIP solution. Must be able to troubleshoot legacy copper wire based systems and have a familiarity with 66 block and 110 punch down cable systems in the interim. Ability to lift and carry computer equipment and stock paper (up to 50 lb.) is required 5-10% of work time. Ability to maintain regular, predictable and punctual attendance.
