FIRE CHIEF
Organization: City of Kissimmee
Summary:

Under little direct supervision, is responsible for overall management of all fire suppression, emergency medical services, special operations response activities, as well as fire prevention, community education programs, and emergency management.

Description:

Essential Functions:

  • Performs analysis of data and operations to ensure quality customer service.
  • Attends seminars, conferences, and training in order to stay current of FD, EMS and Emergency Management- trends.
  • Collaborates with city manager on inter-local projects that enhance or improve services.
  • Consults with city manager and department directors on problems and issues relating to FD services.
  • Develops/establishes operational standards, policies and procedures for department.
  • Directs administrative functions including planning, personnel, equipment purchasing, and allocation.
  • Ensures, through training, city compliance with federal and state mandates in emergency management.
  • Initiates and advises on the development (changes) in City ordinances and regulations.
  • Plans, implements, and reviews departmental short and long-range goals and objectives.
  • Prepares annual budgets (capital and operating) and controls expenditures.
  • Prepares Commission agenda items of the Departments in a timely, accurate, and comprehensive fashion.
  • Responds to major incidents and attends City events.
  • Reviews city's ISO rating annually and makes recommendations for maintaining current rating.
  • Succession, planning, and officer development.

Minimum Education and Training:

Requires an Bachelor's degree supplemented by a minimum of ten (10) years of progressive experience and training in fire service, EMS and emergency management, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be a certified state of Florida fire fighter or have the ability to become certified within one year. Must possess and maintain a valid state of Florida driver’s license. Experience in the ICS Incident Command and FEMA All-Hazards Preparedness and Response preferred.

Has thorough knowledge of the methods, procedures and policies of the Fire Department as they pertain to the performance of duties of the Chief. Understands the role of the position in relation to entire City operations. Has considerable knowledge of the functions and interrelationships of City and other governmental agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge in the areas of fire science, emergency medical technology, mechanics, electrical, fire codes and ordinances, etc. Has proven knowledge and experience in operating ALS transport service.

Knows how to determine and ensure safety on fire and EMS scenes. Knows how to utilize various pieces of firefighting and EMS equipment and tools in a safe and efficient manner. Is able to make sound, educated decisions. Has the ability to use independent judgment and discretion in supervising various programs including the handling of emergency situations, making quick decisions, determining procedures, setting priorities, setting schedules, maintaining standards, planning for future City needs and resolving problems. Has the ability to plan and develop daily, short- and long-term goals related to City purposes. Has the ability to plan and coordinate the most effective use of personnel, facilities and resources to achieve department goaIs able to ensure departmental compliance with all laws and regulations and control the activities of the department through effective supervision. Knows how to apply supervisory and managerial concepts and principles; has knowledge of administrative principles involved in developing, directing and supervising various programs and related activities. Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. Is able to perform employee evaluations and to make recommendations

based on results. Has the ability to offer training and assistance to subordinates and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision.

Has the ability to plan, organize and prioritize daily assignments and work activities. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has comprehensive knowledge of the terminology and various professional languages used within the department.

Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Knows how to make public presentations. Has the mathematical ability to handle required calculations. Is able to compile, organize and utilize various financial information necessary in the preparation of the departmental budget, and knows how to prepare and monitor the budget. Has knowledge of modern office practices and technology. Has knowledge of the use of computers for data and word processing. Has knowledge of applicable occupational hazards and safety precautions.

Physical Requirements:

Must be physically able to operate a variety of machines and equipment including vehicles, fire fighting equipment, computer, basic office equipment, telephone/radio, etc. Must be able to exert up to twenty pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those for sedentary work; must be able to remain on feet for periods of time, withstand uncomfortable and/or dangerous physical conditions at fire scenes, and perform manual tasks. Must be able to lift, position and/or carry weights of up to fifty pounds.

Responsibilities:

Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.

Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policy, standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human and conceptual areas.

Exercises analytical judgment in areas of responsibility. Identifies issues or situations as they occur and specifies decision objectives. Identifies or assists in identifying alternative solutions to issues or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advice where appropriate and researches issues, situations and alternatives before exercising judgment.

Working Conditions:

Works indoors and outdoors in all types of weather. Is able to perform duties under adverse environmental conditions such as excessive heat, cold, odors, smoke, fumes / toxic agents, wetness, noise, humidity, machinery hazards, violence, electric currents, violence and disease.
