MAJOR FUNCTION Management and technical work in the Procurement of Goods and Services.

ILLUSTRATIVE DUTIES Plans and directs the work of the Procurement Specialists and Secretary I for the Procurement Division.  This includes working with staff members to ensure they are trained and educated in all matters relative to procurement policies, procedures, and the Procurement Ordinance, as well as Oracle and other automated processes. Ensures the integrity and maintenance of the automated quote, bid and RFP (Bid) log. Plans and directs the activities related to maintaining and enhancing the automated bid log including reports and trend analysis. Plans and directs the activities related to the implementation and maintenance of the procurement discretionary spend report, including trend analysis. Responsible for ensuring all staff are consistently implementing procedures.  This will include documentation, and training and education of consistent internal procedures. Ensures solicitations are posted properly and that we are compliance with advertisement regulations. Ensures that staff members are communicating with their assigned divisions to ensure that agreements do not expire. Plans and directs the activities of our procurement card data base, including troubleshooting and report writing. Ensures records retention procedures are consistent with county policy. Reviews all solicitations for consistency before review of Procurement Director. Leads and directs our Best Value solicitation process. Processes bids, quotes, RFP’s as assigned or in order to assist staff with workload. Responsible for vendor training design and implementation, including coordination with our Supplier Diversity and Small Business Development Divisions. Plans and directs the administration of contracts, assuring legal or other requirements are met prior to authorization. Confers with contractors, professionals (architects/engineers), staff and  division directors as necessary in determining needs for solicitation and execution of contracts. Monitors annual legislative process and make recommendations to ensure procurement stays in compliance. Performs special projects as needed.  Performs other duties as assigned.  

Requirements:

KNOWLEDGE, ABILITIES AND SKILLS Considerable knowledge of legal terminology, contractual methods, requirements, and governmental procurement policies and procedures. Knowledge of the negotiation process and governmental procurement laws and regulations. Knowledge of the general procedures/practices of the construction industry, and State, Federal, and EEO regulations, guidelines, and stipulations as they apply to securing and maintaining contracts. Considerable ability to make independent judgment as to the quality of commodities based upon factors other than price.  Ability to organize, schedule, expedite, and set work priorities.  Ability to communicate effectively, both orally and in writing, with vendors, Division Directors, County Manager’s Office, Commissioners, architects, engineers and other contractors. Ability to maintain accurate vendor/division records.

MINIMUM QUALIFICATIONS Graduate of an accredited four (4) year college or university with major course work in Business or Public Administration, or closely related field; and have five (5) years of progressively responsible administrative support in the procurement field; to include two (2) years of supervisory experience. Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification.

SPECIAL PREFERENCES Experience in governmental contract preparation and review Certification as a Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB).
