Definition
Under direction, the Administrator of Social Media and Electronic Communications develops, executes and manages VTA social media and electronic communications initiatives.
 
Distinguishing Characteristics
This single position classification provides strategic planning, execution, and management of VTA’s various social media campaigns and serves as a subject matter expert in product launch initiatives; and monitors, analyzes and reports performance results. This position serves as VTA’s expert on social media and electronic communications programs, trends, best practices, policies and emerging technologies. The position collaborates with VTA staff to manage and enhance VTA’s reputation, presence, and interaction with its customers, audiences, and social communities/followers. This position is fluent in the full array of social media and electronic communication tools, channels, and networks.  The position has proven written communication skills to effectively disseminate the organization’s goals and plans, educate and build support and advocacy for VTA initiatives, and help create new revenue generating opportunities.
Description:

ESSENTIAL JOB FUNCTIONS:

Typical Tasks
  • Plans, develops, executes, and manages integrated social media programs, projects and activities using best practices and techniques to increase the organization’s visibility, presence, and interaction with its customers, audiences, partners, and social communities/followers; maintains and monitors social media platforms utilizing social media tools (i.e. Facebook, Twitter, LinkedIn, etc.) and responds to inquiries using these tools;
  • Organizes, mobilizes, and directs cross-functional teams/staff to craft and carry out VTA’s social media programs and initiatives;
  • Develops and manages social media projects with support from various internal divisions, departments and staff;
  • Identifies and creates social media campaigns and initiatives to enhance users’ experiences and grow VTA’s social community engagement, interaction, and membership on various social media platforms;
  • Participates in the development and administration of the annual department budget; monitors and adheres to program and project budgets and schedules;
  • Develops, adopts, and enforces best practices, policies, and  procedures related to social media and electronic communication programs, including web content and social media posts;
  • Monitors and performs regular analysis of social media campaign performance results, including traffic reports and Key Performance Indicators (KPIs) to make effective recommendations to optimize marketing strategies and goals;
  • Utilizes social media and electronic communication tools, channels and networks to create and generate new revenue opportunities;
  • Manages internal and external resources to implement social media programs, projects, activities;
  • Stays abreast of social media trends, best practices and technologies;
  • Assesses VTA’s business needs and investigates, recommends and implements solutions to enhance VTA’s social media goals and strategies;
  • Prepares, directs, reviews, and monitors web content and electronic communication information, including reports and correspondence;
  • Establishes and maintains cooperative working relationships and performs liaison activities with various communities, organizations, governments, and special interest groups;
  • Performs related work as required.
Requirements:

MINIMUM QUALIFICATIONS:

Employment Standards
Sufficient training, education and professional digital and social media marketing experience to demonstrate possession of the required knowledge, skills, and abilities.
 
Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in Journalism, English, Communications or a related field and a minimum of five (5) years of increasingly responsible experience in digital communications with two (2) years experience in a strategic social media leadership role. Experience in a large transit organization or a public agency is highly desirable.

  • Effectively and concisely communicate with various communities, audiences, and customers, both verbally and in writing;
  • Build and maintain effective relationships with multiple stakeholders;
  • Prepare clear and comprehensive correspondence, reports, presentations, web content, and other materials;
  • Prepare, direct, review, and monitor web content and electronic communication information and effectively address and resolve related issues;
  • Manage multiple projects simultaneously using good organization skills, make sound decisions, and prioritize responses to properly resolve issues or situations;
  • Reason logically, take initiative, analyze complex issues or situations, and formulate and implement appropriate actions independently;
  • Prepare and manage a budget;
  • Monitor, analyze, interpret, and report social media campaign performance and results and recommend and implement solutions and strategies;
  • Promote teamwork and collaborative problem solving with diverse and cross-functional staff;
  • Effectively plan, organize, direct, manage, and evaluate the work of others;
  • Remain focused on VTA’s social media campaigns, initiatives, and goals while responding to changing internal and external goals and initiatives;
  • Effectively represent VTA in a variety of official capacities;
  • Lead and facilitate discussions with large, diverse groups of individuals;
  • Establish and maintain cooperative working relationships with others.
