Bachelor Degree from an accredited college or university in Finance, Business, Accounting, Administration or related field. Master’s Degree relevant to business, financial management, or public administration highly desired.
A minimum of ten (10) years’ experience in a management level position, including supervising professional level staff.
Of those ten (10) years of professional experience, a minimum of seven (7) years’ experience working for a government entity or public agency in the area of finance and accounting is required.
An equivalent combination of training and experience may be substituted for the educational requirement. Two (2) years of professional experience will be credited for every one (1) year of post-secondary education required for this position.
Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles, using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations, on controversial or complex topics, to top management, public groups, and/or Commissioners.
Ability to calculate figures and amounts such as interest and percentages. Ability to apply concepts of basic algebra and geometry.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
To perform this job successfully, an individual should have knowledge of MS Outlook Contact Management systems; Internet Explorer Internet software, MS Word Processing software, MS Excel database software, and MS PowerPoint presentation software. Experience with Blackbaud or other accounting systems is highly desirable.
Certificates, Licenses and Registrations
- Certification as a GFOA Government Financial Officer desirable.
- Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Valid automobile liability insurance.
