| Description: |
To serve as the appointing authority for all Fulton County department heads. Ensure the lawful administration of all the laws applicable to Fulton County Government, including rules, regulations, and Board policy relating to personnel, contracting, and budgeting matters. Direct and supervise the administration of all Fulton County departments, except as otherwise provided by law. Attend all meetings of the Board of Commissioners, and to participate in all such meetings as necessary. Ensure the implementation of all Board policies. Prepare as required by law a proposed annual budget for Fulton County Government; administer each budget as approved by the Board, and to prepare for the Board and general public a complete financial report at the end of each fiscal year. Keep the Board fully informed and advised on an ongoing basis as to all operations of Fulton County Government. Make and issue such reports as may be required by law or as may be determined by the Board as necessary for the operation of Fulton County Government. Make such recommendations to the Board as requested or deemed necessary to ensure the proper operation of Fulton County Government. Meet with administrative and elected officials of other governments, boards and authorities as required and appropriate for the proper operation of Fulton County Government. Perform such other duties as required by law or as directed by the Board.
Extensive knowledge of the principles, practices and techniques of public administration as applied to the programs and operations of County government. Extensive knowledge of the principles of management and the ability to apply these principles in the administration of County affairs. Extensive knowledge of the fiscal, financial and budgetary aspects of County government. Extensive ability to manage professional/executive employees who are serving as Department Heads. Extensive ability to maintain effective working relationship with the Board of Commissioners in the execution of all orders and regulations. Extensive ability to communicate effectively with elected officials, employees, public media, high-level officials in the private sector, and the general public administrative and elected officials of other governments.

| Requirements: |
Master’s degree in Public or Business Administration and eight years of progressively responsible experience in local government, public policy development, economic development, planning, or related experience and five years supervisory experience; or a year for year interchange of education and experience equal to the minimum qualifications.
