The position is located in LACERA's Human Resources and is responsible for a variety of administrative and professional duties related to planning, organizing, researching and coordinating various Human Resources functions, including but not limited to, recruitment and selection, classification and compensation, performance management, employee discipline, labor relations, employee benefits, and workers compensation.

| Description: |
The following examples are intended to describe the general nature and level of work performed by persons assigned to each classification. Depending on the assignment, duties may include, but are not limited to the following:
Conducts departmentally administered examinations including reviewing examination contents, preparing job bulletins, reviewing and accepting or rejecting applications, and preparing justifications for selective certifications; may recruit special examiners for specific examinations and represent the department at community, school, or outreach events such as job fairs.
Advises unit supervisors and departmental managers on compliance with Civil Service Rules and LACERA/County policies and procedures; may assist managers with the preparation of improvement needed or unsatisfactory employee evaluations, compilation of employee performance documentation, and steps for implementing progressive discipline.
Investigates and recommends management action in matters involving employee performance or disciplinary issues; may assist advocacy staff in the preparation of the departmental position in such cases and represent the department in meetings with employees or employee representatives to resolve disciplinary issues.
Reviews, analyzes, and makes recommendations regarding workers compensation cases and/or employee benefits issues; may correspond directly with employee or with Department of Human Resources or third-party administrator (TPA).
Conducts classification studies of existing departmental positions and prepares findings and recommendations which may result in reclassification; prepares duty statements, organization charts and other materials supporting departmental requests for new positions in the annual budget process.
May gather facts, analyze and prepare recommendations to management on employee allegations of discrimination, harassment, or other illegal or inappropriate behavior in the workplace.
Prepares and updates information in human resources database, including new hires, transfers, and performance evaluation records.
Assists management and professional staff in performing and conducting studies, special projects, and administrative activities; performs data collection and analysis; prepares reports and makes recommendations when appropriate.
May develop and conduct training programs on issues such as employee safety and new employee orientations.
Perform other related duties as assigned. |
| Requirements: |
- Graduation from an accredited college or university* with a Bachelor's degree in Business Administration preferably in Human Resources, Public Administration, Labor or Organizational Development;
- Human Resources Certification, preferably from Society of Human Resources Management (SHRM), WorldatWork, UCLA, or International Public Management Association for Human Resources (IPMA-HR);
- Demonstrated experience planning, coordinating, and administering Civil Service recruitment and selection processes;
- Demonstrated experience in performance management;
- Demonstrated experience in employee discipline and/or relations;
- Demonstrated experience in classification and compensation;
- Demonstrated experience in employee benefits, including medical leaves and workers compensation;
- Demonstrated experience interpreting and applying human resources policies and procedures;
- Demonstrated experience utilizing an online applicant tracking system (NeoGov preferred);
- Experience in a public sector human resources.
Knowledge of: Policies and procedures related to Civil Service Rules, and Salary and Benefit provisions of the Los Angeles County Code; federal and state laws and regulations related to the administration of human resources programs and related functions; interpreting and applying human resources policies and procedures; correct English usage, grammar, spelling, punctuation and vocabulary; interpersonal skills using tact, patience, and courtesy; statistical and research methods and their applications to human resources; customer service skills; principals and applications of the Microsoft Office Applications at an intermediate or above proficiency in Word, Excel, and PowerPoint; online applicant tracking system (NeoGov).
Ability to: Communicate clearly and effectively, orally and in writing; understand and follow oral and written directions; work with minimum supervision; and plan and organize their work; establish and maintain effective working relationships with other staff internally and externally; and operate a personal computer.
*Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc.

EXAMINATION CONTENT: This examination will consist of:
Part I: A qualifying evaluation of training and experience based upon application and supplemental questionnaire information.
Only the applicants with the highest qualifications as determined by the screening process will be invited to participate in the appraisal (oral) interview.
Part II: An Appraisal (Oral) Interview weighted 100%.
The appraisal (oral) interview will assess the applicant’s knowledge, experience, education, and general ability to perform the essential functions of the position.
CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70 OR HIGHER ON THE WEIGHTED PORTION OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.
ELIGIBLE INFORMATION: The names of candidates receiving a passing grade will be placed on the eligible list in the order of their score group for a period of six (6) months following the date of promulgation.
