This is an open competitive recruitment, open to all qualified applicants. This position is appointed by and serves at the pleasure of the Administrator of the Housing Division with consent of the Director of Business and Industry.


AGENCY RESPONSIBILITIES:


The Nevada Housing Division’s mission is to assist and encourage the private sector and other government entities in the creation and maintenance of affordable housing throughout the State. The Housing Division administers various housing programs including the Nevada Hardest Hit Fund. The Housing Division is a division within the Department of Business and Industry, which is comprised of 14 Divisions.


APPROXIMATE ANNUAL SALARY:


Up to $93,259 plus benefits *

 (Salary range reflects retirement (PERS) contributions by both the employee and employer. An employer paid contribution plan is also available with a reduced gross salary.)


*Please note: Furlough Leave is mandatory for Nevada State employees and will result in a reduction of income of approximately 2.3% (or 4 hours per month) starting July 1, 2011 through June 30, 2013. The salary listed above does not reflect the reduction from the required furlough.

Description:

POSITION DESCRIPTION:

This position reports to the Administrator of the Housing Division of the Department of Business and Industry. The individual selected will be responsible to perform the following duties, as well as others:

  • Creates and carries out with Administrator’s authorization, all policies and procedures for investments, bond programs, budgeting, data processing systems
  • Direct and lead all facets of the accounting, finance, budget, legal and data processing functions of the Division
  • Evaluate and advise long range planning and the introduction of new programs, securing and arranging debt and equity financing
  • Ensures legal, tax and financial integrity of all private activity bond programs
  • Understand, analyze, and effectively communicate complex financial structures and operations related to affordable housing.
  • Analyze, recommend and implement credit analysis related to Division sponsored programs.
  • Effectively develop relationship with investment bankers, mortgage bankers, and bond counsel and bond trustee partners.
  • Develop and oversee all internal controls, process definition and auditing of all Division activities.
  • Management of accounting department, bond program, financing and program staffs in Carson City and Las Vegas offices.
Requirements:


TO QUALIFY:

Per NRS 232.540 the candidate must be a certified public accountant licensed by this state or another state of the United States; have 5 years of responsible experience in investment banking and general accounting; or have a comprehensive knowledge of the principles and practices of public finance and 5 years of responsible experience in that field.

  • Possess working knowledge of mortgage financing and loan servicing, bond issuance processes.
  • Ability to effectively lead and develop employees.
  • Strong interpersonal skills and the ability to develop and maintain professional relationships.
  • Ability to multi -task and handle multiple projects.
  • Entrepreneurial, creative, ambitious, resourceful and flexible.
  • Excellent oral and written communication skills.

Position may be staffed in either Carson City or Las Vegas, Nevada.
