Wastewater Utility Officer, Stormwater Utility Officer & Overflow Control Program Manager

In October 2012, Kansas City Water Services announced a significant organizational restructuring designed to transform Water Services into a professional, data-driven, and customer-focused utility. As part of this restructuring, Water Services is now conducting a national search for three positions:

Description:
  • Wastewater Utility Officer (This is an unclassified position; it is anticipated that the top of the annual salary range will be up to $160,000): This position is responsible for directing and overseeing all operational activities for the Wastewater Utility. Some of the facilities and utility infrastructure overseen by this position include: 7 wastewater treatment plants, 37 pumping stations, and a wastewater collection system consisting of approximately 2,800 miles of sewer lines. The Wastewater Utility Officer is responsible for an operational budget of approximately $120 million and a staff of approximately 250 positions. 
     
  • Stormwater Utility Officer (This is an unclassified position; it is anticipated that the top of the annual salary range will be up to $160,000): This position is responsible for directing and overseeing all operational activities for the Stormwater Utility. Some of the facilities and utility infrastructure overseen by this position include: approximately 35,000 catch basins, over 1,000 miles of storm sewers, over 900 miles of open channels, 6 detention basins, 16 flood pump stations, and approximately 13.5 miles of levee and floodwall systems. The Stormwater Utility Officer is responsible for an operational budget of approximately $14 million and a staff of approximately 100 positions. Candidates expected to have a Bachelor’s degree and ten (10) years of progressively responsible utility industry experience. 

  • Manager of the Overflow Control Program (Engineering Division Head) (This is a classified position and is part of the City of Kansas City’s Classified System; it is anticipated that the top of the annual salary range will be up to $117,000): This position will direct, coordinate, and exercise functional authority for the planning, organization, control, integration, and completion of the Overflow Control Plan (OCP). Responsibilities include planning and implementing the OCP, including defining the project philosophy, activities, milestones, and staff requirements per customer requirements. In addition to developing and maintaining a schedule and budget for the assigned projects, this position controls expenditures within limitations of the OCP budget. This position directly supervises 5 to 10 employees.
Requirements:

Wastewater Utility Officer: Candidates expected to have a Bachelor’s degree and ten (10) years of progressively responsible utility industry experience.

Stormwater Utility Officer: Candidates expected to have a Bachelor’s degree and ten (10) years of progressively responsible utility industry experience.

Manager of the Overflow Control Program (Engineering Division Head): Candidates expected to have a Bachelor’s degree in engineering or a closely related field and six (6) years of progressively responsible experience as a Registered Engineer. In addition, this position requires registration as a professional architect/engineer with the Missouri State Board for Architects, Professional Engineers, and Professional Land Surveyors. Out-of-state candidates are strongly encouraged to apply if they currently have an active PE license and agree to obtain a Missouri license within six (6) months as a condition of continued employment.
