Non-complex and technical work involving the preparation of real property appraisals for the Agency of Transportation. Duties include value estimates for various types of property relative to eminent domain acquisition for highway, railroad, and airport uses. Work is performed under the supervision of the Right of Way Appraisal Chief or a ROW Appraiser III.
KNOWLEDGE SKILLS AND ABILITIES:
Ability to do extensive research and interpret land records. Ability to learn how to analyze and interpret, in considerable depth, project plans, cross sections, and profiles. Ability to prepare plans and information for the property owner(s). Ability to acquire a working knowledge of federal and state laws and regulations as they apply to real estate acquisition and appraisal.
Knowledge of Scope of Work development and reporting types. A working knowledge of appraisal concepts and practices. A working knowledge of the Uniform Standards of Professional Appraisal Practice (USPAP). Ability to write credible, defendable appraisal reports and perform appraisal services competently. The ability to develop an opinion of value for Right of Way acquisitions which includes the skill to value and determine the acquisition, temporary and permanent rights, cost-to-cure items, severance damages and special benefits. Demonstration of clear and effective communication.
Ability to deal tactfully and professionally with associates, property owners, public officials, and the general public. Ability to establish and maintain effective working relationships. Ability to timely complete assignments and tasks. Ability to learn court procedures, rules of evidence and to present expert witness testimony.
EDUCATION AND EXPERIENCE:
Education: Bachelor's Degree
Experience: One year experience as a real estate appraiser.
Education: Associate's Degree
Experience: Two years experience as a real estate appraiser.
Education: High School or equivalent
Experience: Three years experience as a real estate appraiser.
Minimum, must be a State Licensed Real Estate Appraiser. (State of Vermont issued license will be required.)
Work is performed in both a standard office setting and in the field involving significant interaction with property owners and local officials. Differences of opinion will occur, and considerable human relations skills are needed to deal fairly and impartially with irate landowners, professional colleagues and others. Assignments will include travel throughout the state for which private means of transportation is expected if State vehicles are unavailable. Some evening and overnight work is required. Work in all types of weather conditions may be necessary.
