The City of Durham has a council--?manager form of government. Durham City Council is comprised of seven members: three members from specific wards, three at--?large members and the Mayor. The terms for City Council seats are staggered. Nonpartisan elections are held every two years.
The City Manager is appointed by City Council and oversees the day--?to--?day functions of the city. The Manager is responsible for the City Council Agenda, implementingthe policies and ordinances set by the council, overseeing the preparation of the annual budget and supervising department directors.
The Human Resources Department is responsible for developing, interpreting, and administering the personnel program and policies that govern all City employees. This includes: recruitment, selection, developing and interpreting personnel policies, benefits, employee relations, compensation and classification, and management of all personnel Records. The department has 21 fulltime employees and has a budge of $1.7 million.
