Multnomah County Health Department is seeking a Senior Research Evaluation Analyst to lead and provide advanced applied evaluation services for ICS projects (focus on Primary Care, Dental and Pharmacy) with multi-year duration and system variables. This postion performs in-depth qualitative and quantitative analysis, complex program evalution and program analysis, and informs quality improvement activities. This position also recommends data-driven improvement of services and programs, informs management changes to services, programs and policies, provides consultation and technical assistance re: evaluation and statistical analysis to program managers in ICS, and collaborates on evaluation strategic planning, standards, grant activities, and budgets.
Integrated Clinical Services provides quality health services for people who experience barriers to accessing care. The vision of Integrated Clinical Services is to provide services that are integrated and connected to support optimal health, reducing wait times, and optimizing access. Integrated Clinic Services (ICS) provides care delivery in Primary Care, Dental, School-Based, and Corrections environments and includes ancillary services of laboratory and pharmacy.

In order to meet the screening qualifications for this recruitment, applicants must have a combination of education and experience equivalent to that outlined below, plus any other listed screening qualifications. The following guidelines will be used in evaluating applications. Credit for work that is less than 40 hours per week will be pro-rated. Post-high school education will be credited on the basis of 30 semester hours or 45 quarter hours equal one year.
Education/Training: Equivalent to a Master's degree from an accredited college or university with major course work in public administration, health administration, business, or social sciences including studies in applied research or evaluation subjects. PhD in public health, epidemiology, public administration, business, or applied research related discipline is desirable; AND,
Experience: Four years of increasingly responsible applied research and/or evaluation experience, including experience leading research or evaluation projects is required.
The ideal Candidate will have:
- Knowledge of research design and advanced statistical methods such as multivariate logistic regression, multivariateanalysis of variance, survival analysis, and covariance structure modeling
- Experience conducting primary data collection and statistical analyses
- Knowledge of the analysis of complex, weighted sampling designs
- Strong writing skills, including the ability to write to multiple audiences depending on the project
- Experience with SQL and SPSS, Including knowledge of SPSS syntax and macros and relational database design.
