OCSD is currently looking to fill the role of an Operations Manager.
Under administrative direction, assumes management and leadership responsibility for assigned operations and process engineering staff, services and activities of Plant 1 and Plant 2 within the District’s Operations & Maintenance Department to ensure the 24 hour safe, compliant and efficient operations of all treatment, interplant, and outfall facilities for routine and emergency situations. The selected person will monitor, evaluate and report on the efficiency and effectiveness of service delivery methods and procedures; lead OCSD’s management of the OCSD/OCWD GWRS agreement in providing “specification water” to OCWD and managing their residuals processed while minimizing OCSD’s costs. This person will utilize the resources of the Process Engineering Division to integrate the collections system and wastewater treatment plant processes to optimize chemical dosing and resource consumption in achieving regulatory compliance along with Board supported service level criteria; and implement acceptable risk and asset management principles into decision making processes. This person will provide leadership to ensure that operations staff fully understand and supports operations role in achieving a well-planned and scheduled maintenance program. This individual will develop and implement a cross training program for both Plant 1 and Plant 2 staff as well as managing both plants as one fully integrated team. In addition, this person will manage and participate in the development and implementation of goals, objectives, policies, and procedures including purchasing, contracts, and staff and service benchmarking efforts for assigned programs. This person will also oversee and participate in the development and administration of two Division’s annual budgets, work plans, and strategic initiatives; participate in the forecast of funds needed for staffing, equipment, materials, supplies, and services; and monitor and approve expenditures. Other duties will include, in alignment with the District’s Strategic Plan, establishing clear goals, objectives, and expectations with staff; monitoring staff performance; training, coaching, staff development, succession planning, and mentoring staff; including leading by example and holding staff accountable for program, policy, and procedural non-compliance as well as recognizing their achievements.
The candidate will possess the equivalent to a Bachelor’s degree from an accredited college or university with major course work in wastewater treatment plant operations, public administration, business administration, engineering, or a related field. Eight (8) years of increasingly responsible experience, including at least two (2) years of administrative and supervisory responsibility, in wastewater treatment plant operations is required. This position also requires the possession of a valid Grade V Wastewater Treatment Plant Operator’s certificate. Successful completion of engineering coursework in Environmental, Civil or Chemical engineering is desirable. Proven supervisory skills in managing staff, programs and projects are essential. The ability to successfully lead and direct a multi-disciplined team of operations supervisors and their staff, an engineering supervisor and professional staff, and administrative and clerical staff with various levels of knowledge, skills, and abilities in a highly regulated and rewarding environment is required. Possession of a valid California Driver’s License is required. The ability to listen and communicate effectively both verbally and in writing is necessary. The ability to build strong working relationships with the maintenance managers, Managers Team, the O&M Director, the General Manager, Executive Management Team and the Board, the public, regulatory community, other sewerage agencies, consultants and service providers and non-governmental organizations is important.
