Supervises, directs and evaluates the GIS Specialists and other employees as assigned, handling employee concerns and problems, directing work, counseling, disciplining employees and completing performance evaluations.
Screens applicants and makes recommendations for hiring to the MIT Director, or other departmental directors, as requested, of Analysts, Technicians, and Interns.
Directs GIS related projects for all departments of the City. Supervises technicians and interns and coordinates with other staff members regarding GIS requests and departmental projects.
Schedules GIS projects and assigns Interns and Analysts to said projects to ensure timely completion.
Responsible for the accuracy of GIS data sets.
Oversees the maintenance of GIS asset data for the City of Franklin, including, but not limited to, public facilities, water, waste water, street information, and transportation/traffic systems
Provides training and GIS software support to all City employees. Advises departments on GIS software purchases and user training classes
Assists the MIT Director in developing the annual budget for GIS operating expenses including hardware and software upgrades and new purchases
Coordinates with vendors for new programs, training, upgrades and changes
Assists the MIT Director in developing, reviewing and administering all GIS contractual agreements
Coordinates joint projects and GIS data sharing with other approved governmental agencies.
Coordinates with the appropriate City Departments to develop and distribute a standard set of base maps
Coordinates GIS data sharing with private developers to ensure continuity of digital submissions from said agencies
May perform engineering related duties in the field, including verifying field data related to the development of GIS drawings, investigating complex problems and/or issues, providing recommendations for solutions, and assisting a survey crew
Reviews plans, specifications, and engineering computations and advises superiors of deficiencies.
Oversees the transfer of field data into GIS coverage or datasets
Estimates resources necessary for projects
Approves final drawings, graphs and charts
Compiles detailed records and reports.
Tracks resource use, including personnel investment
Oversees general maintenance and updates to utility maps, plat books and related documents.
Maintains disaster recovery procedures for GIS data
Writes and reviews project specifications.
Provides for and monitors security levels of GIS data sharing.
Answers questions from users, user organizations, and vendors and defines standard operating procedures for users of the GIS data.
Coordinates a City GIS User Support Group to ensure the development of useful data sets for all departments
Assist the general public, contractors, developers, and engineers in search of GIS information.
Advises and assists committees concerned with specific GIS related software issues, such as Law Enforcement Management and Fire Planning programs.
Prepares visual aids
Coordinates the use of Global Positioning System (GPS) to create, maintain, and verify the accuracy of all maps and GIS coverage
Investigates the feasibility of implementing any new technology or software to aid GIS users
Performs software audits and maintains licenses for acquired GIS software.
Plans, creates and maintains Internet web server for department and GIS data to facilitate delivery of maps to the public via the City of Franklin Web.
