IEUA is a wholesaler of drinking water and operator of state-of-the-art water recycling facilities serving seven member agencies with a population of approximately 850,000 in the west end of San Bernardino County, California. IEUA is a leading public agency in the environmental protection field, headquartered in the City of Chino in a platinum award winning Leadership in Energy and Environmental Design (LEED) green building. IEUA generates beneficially reusable products including recycled water, compost, and renewable energy. The Agency operates and maintains four water recycling plants which produce up to 60 million gallons per day (MGD) of high quality recycled water, a composting facility that produces up to 220,000 cubic yards per year of SoilPro compost and more than 7 megawatts per day in biogas and solar renewable energy. IEUA also manages the recharge of recycled, storm, and imported water through the award winning Chino Basin Groundwater Recharge Program and coordinates regional water efficiency programs.

Salary: $7,955 - $9,693/monthly, DOQ;

Reporting directly to the General Manager, this position is a management classification responsible for directing and implementing the Agency’s external affairs and legislative efforts. Additional responsibilities include day-to-day management responsibilities for various functions, programs and staff in support of the development of public affairs, public awareness and information, community education and outreach, media relations and legislative programs. As a member of the Agency’s Management Team, the External Affairs Manager is expected to bring strong and proven management and leadership skills, excellent communication abilities and political sensitivity.
The Ideal Candidate:
The ideal candidate will bring expertise in external communication as well as a solid understanding of legislation and legislative affairs, relevant experience working with elected officials, boards and commissions and be able to establish and maintain professional relationships with Agency stakeholders. There is a heavy emphasis on legislative efforts, project management, internal and external communications and community relations management. Excellent written and verbal communications skills, public speaking, public relations, media relations & community relations skills are required.
The successful candidate must have at least 5 years of professional public affairs, intergovernmental relations, community outreach programs, and/or state and federal policy and legislative experience and 3 years of supervisory experience. A Bachelor’s degree with major course work in public relations, communications, marketing, public administration or a related field is required. Experience in a government or public water or water reclamation utility setting is highly desirable.
