GENERAL STATEMENT OF JOB
Under limited supervision to perform leadership and management support to the Director of Solid Waste in the planning, organizing and directing day-to-day operations; overall administration of the Solid Waste Department. Reports to the Director of Solid Waste.
ESSENTIAL JOB FUNCTIONS
Assists the Director in planning, organizing and directing day-to-day operations of the department; supervises the work of personnel involved in residential collection, commercial collection, transfer station operations, hazardous waste collection, building and property maintenance, fleet management
Develops and implements training for all levels of department personnel; ensures departmental personnel adhere to department safety and state environmental regulations; to include OSHA, TOSHA, EPA, TDEC,
Prepares specifications for the bidding/purchasing of equipment for the entire department
Assists with creation, review and updates to departmental Standard Operating Procedures (SOP)
Assess and research efficiency of the collection and transfer of solid waste within the boundaries of the City limits, in addition to other areas serviced by the City.
Performs personnel management duties such as maintaining personnel files, reviewing and approving time records and leave, completing performance evaluations,
Performs planning duties associated with conducting manpower and equipment projection studies
Supervises and coordinates reviews of development plans for sites, subdivisions and City projects
Responds to public complaints and questions regarding department operations; investigates complaints related to daily operations; assists with on-site inspections
Assists in the management of department purchasing activities; Assists the Director with annual budget preparation
Assists with special projects/committees as required; attends related meetings, conferences and training sessions
Assists the Director of Solid Waste in the review and recommendation of changes to the City’s Refuse Collection and Management Ordinance and the review of assessed fees for services provided by the department
