The Pinellas Suncoast Transit Authority (PSTA) is one of the largest and most dynamic public transit agencies in the State of Florida. PSTA provides public transit services throughout Pinellas County, Florida, which is located on the Gulf of Mexico side of the Tampa Bay region. Created in 1984 through state legislation as an independent government authority, PSTA operates 186 transit vehicles on 37 routes, serving a record 14 million customers annually in a service area population of almost one million. The Authority is governed by a 15-member Board of Directors, elected officials appointed by local governments and has 585 FTE’s and a $62 million dollar annual operating and $35 million dollar annual capital budget. Funding for PSTA is comprised of passenger fares, ad valorem taxes and state/federal grants. In November 2014, a countywide-referendum will be held to consider replacing PSTA’s current ad valorem property tax revenue with a 1% sales tax, generating substantially greater revenues for expanded transit services. The agency’s management team consists of the Chief Executive Officer and six direct management team reports.
PSTA is seeking highly qualified candidates for the position of Chief Financial Officer (CFO) to plan, direct, and coordinate the Finance Department which includes purchasing, grants, payroll, accounting, risk management, budget, records retention, statistical data functions, revenue processing and banking functions. he starting salary range is $95,000-$125,000; starting salary is dependent on qualifications. Candidates should have a solid understanding of GAAP principles; budgeting process and procedures; auditing principles and practices; purchasing methods and procedures; payroll procedures; and applicable legislation and fiscal operating requirements. Familiarization with FTA financial and non-financial accounting and reporting systems along with federal purchasing policies is a plus. A professional leader who emphasizes teamwork, respect and accountability, while promoting transparency at all levels, is sought. Excellent communication and interpersonal skills are needed. A Bachelor’s degree from an accredited college or university in accounting, finance or other related field is required; Master’s degree is preferred. Candidates must have at least ten (10) years progressively responsible experience in accounting, payroll or finance with at least five (5) years experience in increasingly responsible management positions.
