|Fiscal Services Director|

Salary: $41.33 - $53.49/ hour (2013 Wage Scale)
Under the general direction of the County Administrator and Board of Commissioners, develops, implements, administers, maintains and modifies policies, procedures, and practices to ensure proper accounting for and conservation of all County financial assets and the proper discharge of the County's fiduciary responsibilities.
Directs the development of the annual budget request to the Board of Commissioners; manages the implementation and control of the approved operating, personnel and capital budgets, ensuring that County financial resources are efficiently utilized to accomplish the County's goals and objectives. Participates in planning current and future allocations of County resources to support delivery of programs and services to meet the economic, social and human service needs of the county's diverse population. Directs all accounting and financial reporting functions of the County, including the annual audit ensuring transparency in financial transactions and compliance with all federal and state financing and accounting regulations, rules and requirements. Directs and manages County purchasing, the Insurance Authority, and Building Authority.
The desired candidate will possess excellent analytical and quantitative skills, along with computer literacy, good organizational, managerial and supervisory skills. It is also important that the successful candidate has excellent communication skills, and is able to interact positively with a variety of individuals.
Required Education, Training and Experience:
Bachelor's degree from an accredited college or university in Public Administration, Public Finance, Business Administration, Accounting or other relevant field combined with seven (7) years of professional experience in public finance, fund accounting, and budget administration, including two (2) years of supervisory experience, or an equivalent combination of education and experience. MPA or MBA strongly preferred.
