The City of Quincy is seeking a Director of Utilities. This is an executive position appointed by the Mayor and provides direction, leadership and general oversight to the City’s Utility Department.
Statutory requirements include management of the City’s water treatment and wastewater treatment facilities, including operating and maintaining the existing systems to provide continuous water supply, wastewater collection and fire protection and to ensure compliance with Federal, State and local requirements. The Director is also responsible for providing metered services, maintaining customer accounts and supervising customer billing and revenue collections to support the utility system.
The candidate we seek must possess the ability to analyze complex administrative problems and financial data. Prepares and administers the annual utility budget. Provides strategic long-range planning for the City’s plants and infrastructure. Ability to interact effectively with the City Council, Department Directors, and regulatory agencies at both the State and Federal levels; enforce City policies and procedures, as well as the provisions of various contracts or agreements; properly interpret and make decisions in accordance with applicable laws, regulations, and policies.
Candidates must have a Bachelor degree in biology, chemistry, water treatment/sanitary engineering, or related field. Possession of a Class I Wastewater Treatment Works Operator License and a Class A Public Water Supply License issued by the Illinois Environmental Protection Agency will be required. Minimum of eight years experience in operating water and wastewater systems, including at least five years in a supervisory/management capacity.
