Lake County is seeking a results-oriented, strategic thinker to lead the Division of Planning and Development Services in the Planning, Building and Development Department. This position is responsible for coordinating project management functions within the County’s integrated permitting program, leading the Department’s long-range planning activities, and overseeing the County’s community development program. Work is performed under the general direction of the Planning, Building and Development Department Director.
The individual will supervise a staff of approximately thirteen full-time employees, serve as liaison to the Zoning Board of Appeals, the Regional Planning Commission, the Community Development Commission, and the County Board and Committees thereof. Responsibilities include oversight over the Community Development Manager’s administration of HUD grant programs totaling approximately $5.5 million annually; preparation of amendments to the comprehensive plan and Unified Development Ordinance; and supervision over submittal-based project management functions within the County’s integrated permitting system. Responsibilities also include the development of operating policies and procedures for the administration of the Division’s programs. Strong management, analytical and communication skills are required.
In order to be successful in this position, the individual should have considerable knowledge of planning, zoning, and community development principles and practices. Good knowledge of the principles and practices of management, administration and supervision is required. Good knowledge of public administration and the opportunities for, as well as the limits of, public action. Ability to communicate clearly and effectively with others, both orally and in writing. Ability to lead, train and supervise a professional and technical staff. Ability to establish and maintain effective working relationships with personnel, supervisors, public officials and members of the public. Ability to prepare and review complex studies and reports.
Completion of a baccalaureate degree program from a college or university of recognized standing with major course work in urban or regional planning, business or public administration, engineering or a related field. Ten (10) years of progressively responsible experience in planning, permitting management or a related field is preferred, or an equivalent combination of education and experience.
