The City of Portland Bureau of Environmental Services (BES) Operations & Maintenance Group (O&MG) A core aspect of the Bureau of Environmental Services’ work is in operating and maintaining the sewer piping network and treatment system to meet NPDES Permit compliance. Within the Operations and Maintenance Group Wastewater Pumping and Treatment Maintenance Division, this critical work includes installing, maintaining and repairing mechanical, electrical, automation, and instrumentation equipment at two large, complex wastewater treatment plants, 98 pump stations located throughout the City as well as the combined sewer overflow system. Instrument Techs operate at a journeyman level to safely install, maintain, document and repair electrical instrument systems. Cost-effective decisions regarding proper equipment installation, troubleshooting and modifications required are common and are key elements to the success of the technician’s ability to meet project schedules and keep process areas functioning as designed. Instrument Tech duties include performing preventive and predictive maintenance on various types of instrumentation system to maintain reliability and meet permit requirements. To meet facility operational requirements, they install new equipment, respond to issues, troubleshoot and repair a variety of industrial instruments and precision process control systems. In addition, they participate in a call-out duty rotation for after-hours response. The apprentice level of this class typically assists with and learns to perform the full range of Instrument Technician tasks under the instruction of a journey Instrument Technician and as active participant in Apprenticeship Program. Position Description The Water Resources Specialist will be responsible for the administration and implementation of the City’s stormwater management ordinance (Chapter 54) associated with development projects where the ordinance aims “to minimize negative impacts of stormwater runoff rates, volumes and quality on Minneapolis lakes, streams, wetlands, and the Mississippi River by guiding future significant development and redevelopment activity, and by assuring long-term effectiveness of existing and future stormwater management constructed facilities”. JOB SUMMARY: Under the general supervision of a Supervising Industrial Waste Inspector, the incumbent inspects industrial firms to determine the nature of business, the wastewater generating processes, the magnitude, type and strength of wastes produced; the adequacy of pretreatment equipment and its compliance with related legal requirements; discusses problems with the firms' management and seeks to effect corrections; issues citations; responds to emergencies and investigates plant upsets and sewer problems to determine if caused by illegal, excessive or unusual industrial waste discharges; determines sources of offending wastes; conducts sampling of wastewater and chemical tests; recommends solutions to correct offending waste problems; assists company representatives with the discharge permit application procedures and related paperwork; prepares documentation for court hearings; prepares reports, letters and memoranda; and performs related duties as required. This job may be filled at either level. The INDUSTRIAL WASTE INSPECTOR I is the training level class of the series. Incumbents learn to perform inspections of industrial firms to recognize violations. The INDUSTRIAL WASTE INSPECTOR II level is the journey level class of the series. Incumbents independently conduct the full range of inspections of industrial firms and issue citations for violations. This class differs from the Industrial Waste Inspector I class by the greater technical knowledge, and larger scope of projects assigned. MINIMUM QUALIFICATIONS Applicants must possess a valid California Class C driver license; - AND - for the INDUSTRIAL WASTE INSPECTOR I level, applicants must have two years of experience performing the duties of a laboratory technician or sub-professional engineering class or equivalent, - AND - Completion of 12 semester units in biology, chemistry or closely related field. Placer County is currently accepting applications for Junior Engineer and Assistant Engineer to fill vacancies in the Department of Public Works (Engineering Division, Transportation Planning Division, Floodplain & Stormwater Division, and Environmental Utilities Division) and the Community Development Resource Agency . Department of Public Works - Engineering Division: This division is responsible for the design and construction of capital improvement projects on the western slope of Placer County. Examples of projects include bridge replacement projects, roadway widening projects, bike facilities, pedestrian walkways, and more. Ideal candidates will possess excellent attention to detail and an interest in roadway design and construction. Department of Public Works - Transportation Planning Division: This division is responsible for long range transportation planning, traffic safety, transportation funding and fee programs, as well as regional coordination. This division also reviews land development projects for consistency with applicable transportation goals and policies, as well as compliance with CEQA. Ideal candidates will possess excellent written and verbal communication skills, along with the motivation to improve the communities of Placer County. Department of Public Works - Floodplain and Stormwater Division: This division manages the County’s three stormwater quality permits, water quality monitoring program, and the FEMA floodplain program. This position includes working with the public and consultants to resolve stormwater and floodplain requirements per county ordinance, as well as working with state/federal regulatory agencies to ensure compliance with state and federal laws. The ideal candidate will have experience with GIS databases as well as ability for interpreting and responding to regulatory requirements and good interpersonal skills (written and verbal). Department of Public Works - Environmental Utilities Division: This division is responsible for managing sewer and solid waste infrastructure spanning the County through contracts and utility crews; performing land development plan review and construction inspections; completing capital improvement projects; overseeing closed landfill solid waste contract management; conducting legislative compliance and outreach; and building regional relationships for ground water management and regional sewer. Community Development Resource Agency - Engineering & Surveying Division: This Division provides review and oversight of grading, drainage, water quality, and site infrastructure improvements for private land development projects; issues Grading Permits; oversees permitted surface mining operations; assigns addresses; and reviews and records maps for the subdivision of land within the unincorporated areas of Placer County. This position is with the Improvement Plan Check team. The ideal candidate will possess the technical skills necessary to interpret and apply County standards to civil engineering plan sets, along with strong written and verbal skills to communicate with engineers and developers. DEFINITION To perform professional and technical engineering work in the office and in the field related to public works/civil engineering projects and programs of the Public Works Department. DISTINGUISHING CHARACTERISTICS This is the entry level class in the Engineer series. This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgement on matters allocated to the journey level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks and are not required to possess a Certificate of Registration as a Professional Engineer. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from an Associate Civil Engineer and may receive technical and functional supervision from an Assistant Engineer. EXAMPLES OF ESSENTIAL DUTIES Duties may include, but are not limited to, the following: Perform professional and technical engineering work relative to assigned area of responsibility such as design, construction, land development, transportation and traffic planning, surveying and mapping, solid waste and landfill operations, assessment district engineering, and storm control and flood control engineering. Design and prepare plans and specifications for public works projects including roads, storm drains, utility lines, landfill, and related projects; develop revised design and construction standards for public works structures and appurtenances; research project design requirements; perform calculations and prepare estimates of time and material costs. Administer design and construction contracts; coordinate and review the work of outside consultants; review and recommend payments and billing for contracted services related to assigned projects; negotiate prices and schedules, as necessary; perform as resident engineer on construction projects as assigned. Participate in the plan check, review, processing, and permitting of plans for private developments affecting County roads, drains and related public works facilities; assure compliance with appropriate codes, ordinances, rules and regulations. Participate in environmental review of proposed land development projects; represent the Department at various public hearings and meetings; and set conditions of approval. Review proposed land development relative to impact on County transportation system; identify and formulate short and long term roadway needs, including traffic forecasting; gather and analyze a variety of data related to roadway conditions and traffic; and evaluate funding mechanisms and develop traffic impact fee systems. Perform traffic engineering services relative to existing and proposed roads including signing and striping needs and review and investigation of accidents and claims; participate in preparation and maintenance of road and accident record systems; and perform traffic studies. Request and participate in the collection of survey and mapping data. Oversee County landfill and other solid waste disposal facilities, including active, inactive and closed sites; review operators' contract compliance and administer consultant contracts; authorize progress payments; submit required regulatory reports; and make recommendations regarding operation and/or closing as appropriate. Coordinate activities relative to the formation and administration of benefit assessment districts and dependent special districts; develop and monitor project financing; administer related consultant contracts including engineering, financial, and bond counsel; prepare and administer annual district budgets and administer vendor contracts to provide district services. Conduct engineering studies related to hydrologic and hydraulic engineering, including flood routing analyses, storage, and retention, and methods of storm runoff collection; conduct erosion control analyses and administer erosion control programs. Coordinate public works activities with other County departments, divisions, and sections and with outside agencies. Interface with and respond to the public in a variety of settings, including public meetings, in the office or in the field, and by telephone or through written correspondence; prepare technical and engineering reports and studies and visual presentations. SELECTION PROCEDURE Training & Experience Rating (100%) Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula.
