The Contra Costa Water District seeks a Risk Management Officer to plan, coordinate, and implement elements of a comprehensive risk management program and related components of an occupational health and safety program on behalf of the District and to exercise technical and functional supervision over clerical staff. The Risk Management Officer will be in charge of liability and worker compensation claims and policies and provide tracking and management reporting capabilities to monitor and control the overall cost of risk management. 

Job Description

Duties may include, but are not limited to, the following.

Administer the District's risk management/loss control program; identify major areas of risk; evaluate alternative methods of risk financing; recommend appropriate levels of insurance coverage; market the District's insurance programs; and assign and monitor claims.

Advise District personnel regarding status of State and Federal legislation and regulations concerning liability issues and provide assessment of compliance requirements. 

Administer the District's liability program, including investigation, acceptance/denial of claims in a timely fashion, appearance in small claims court, preparation of selected materials for litigation, and settlement of claims within authorized limits. 

Administer the District's Workers' Compensation program, including injury investigation,
management of medical treatment and application of appropriate pre-employment protocols. 

Administer the District's mandated Drug and Alcohol Testing program for affected employees required to possess a commercial driver's license.

Job Requirements

Three years of responsible professional experience in risk management work and knowledge of occupational health and safety. Experience in a water or wastewater utility is desirable.
Equivalent to a Bachelor's degree from an accredited college or university with major course work in industrial safety, occupational health, business or public administration or a related field.
