    The Job

    The Department of Risk Management is recruiting for a Deputy Director who will play a crucial role in assisting the Director of Risk Management in overseeing the strategic planning, financial management, and operational administration of the department's Fiscal Division. This role is instrumental in ensuring that budgeting, financial controls, and cost-allocation practices directly support the department’s mission of delivering cost-effective loss prevention, insurance services, environmental compliance, and claims management to San Bernardino County departments, districts, and trust members.

    The Deputy Director will oversee key fiscal and administrative functions, including insurance procurement, multi-fund budget development, comprehensive financial reporting, forecasting, and rate-setting methodologies. The incumbent will provide department-wide fiscal oversight, managing complex budgets across multiple programs, including Self-Insured and Self-Administered Liability, Workers’ Compensation, Safety and Risk Control, and Emergency Medical Services (EMS). The Deputy Director will ensure that each program meets financial targets, mitigates long-term liabilities, and aligns with countywide risk-reduction objectives.

    Job duties may include but are not limited to, the following:

    • Provide strategic leadership over fiscal operations and contracts, ensuring effective financial management, compliance, and service delivery.
    • Lead the development and oversight of internal rate structures and cost allocation methodologies, ensuring they are equitable, transparent, and data driven.
    • Manage Internal Service Fund (ISF) planning and rate development, maintaining long-term fiscal sustainability and alignment with governmental accounting standards.
    • Conduct and oversee complex financial analysis to support organizational decision-making, including cost recovery strategies, trend analysis, and forecasting.
    • Partner with the County Administrative Office (CAO), finance, and departmental leadership to develop budgets, evaluate financial impacts, and support enterprise-wide initiatives.
    • Ensure accuracy and integrity of financial reporting through strong internal controls, reconciliations, and performance monitoring.
    • Oversee contracts, vendor relationships, and service agreements, ensuring accountability, performance, and compliance.
    • Develop and implement financial policies and procedures that promote transparency, efficiency, and continuous improvement.
    • Monitor industry and regulatory trends, recommending enhancements to financial practices and rate methodologies.
    • Lead, mentor, and develop staff, fostering a high-performing team focused on productivity, accountability, and customer service.
    • Present financial insights, rate models, and strategic recommendations to executive leadership in a clear and actionable manner.

    A hybrid telework schedule may be offered upon satisfactory work performance. The department may also offer a 9/80 schedule, where incumbents enjoy a nine-day biweekly schedule.

    CONDITIONS OF EMPLOYMENT


    Pre-employment Process:
    Applicants must pass an extensive background check, which includes credit check, DOJ Live Scan fingerprinting, DMV check, and physical exam including drug testing, prior to appointment.

    Travel : Statewide and nationwide travel is occasionally required at employer's expense. Travel throughout the County is required. A valid California Class C Driver License is required to carry out the essential job-related functions of this position (mileage reimbursement may be available at current IRS rates). A clean driving record and proof of automobile liability insurance must be maintained.

    Minimum Requirements

    Candidates must meet the following education and experience requirements: EDUCATION:
    A bachelor's degree from an accredited institution in Business/Public Administration, Finance, Accounting, Risk Management, or a closely related field.
    -AND- EXPERIENCE:
    Five (5) years of increasingly responsible, professional-level experience with primary responsibility for organizational financial and administrative oversight which includes: conducting complex financial analysis, preparing and monitoring budgets, strategic financial planning, and providing recommendations to leadership. Experience must include two (2) years of full-scope supervisory experience over professional or technical staff. Experience may be concurrent.

    Notes:
    • Applicants with an equivalent combination of education and experience commensurate with the responsibilities of the position may be considered.
    • Professional-level experience is defined as occupations that require specialized knowledge usually acquired through principal work experience.
    • Clerical experience is not considered qualifying. Qualifying experience must be equivalent to Staff Analyst II (journey-level) or above with a fiscal focus and with increasing responsibility. Trainee level experience must be clearly distinguished from journey-level experience in the work experience section of the application.
    • Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.


    Desired Qualifications

    The ideal candidate for this position will have highly responsible administrative experience in a self-insured, public-sector environment overseeing fiscal operations, performing complex financial analysis, government accounting, managing Internal Service Funds (ISF), and preparing large budgets.
