Under general direction of the Building Official, this position will be responsible to conduct complex technical plan reviews and inspections of commercial, industrial, and residential construction projects to determine conformance to the Town’s codes and ordinances.

Reviews and inspects all types of construction installations including plumbing, electrical, building, roofing, heating, ventilation, air-conditioning, fuel-gas systems, safety, zoning, and certificate of occupancy inspections. This position will also be expected to specialize in multiple assigned reviews and inspection discipline areas. Duties will involve a number of tasks of average difficulty which require detailed knowledge of standardized rules, procedures, codes, ordinances and departmental operations.

Employee is responsible to plan and organize own work schedule within established guidelines and time frames. Generally works alone in a highly visible position which requires almost constant interaction with contracting and development community, business owners, and the general public in situations which require considerable tact and judgment.

Job Description


  • Conducts plan reviews and drives city vehicle to perform on-site inspections of new commercial, industrial and residential construction, apartment buildings, swimming pools, and vacant lots to determine conformance to applicable building, electrical, heat and air-conditioning, plumbing, health, and/or zoning codes.
  • Reports plan review and inspection results to individuals or contractors and advises them on changes needed for compliance.
  • Explains and interprets codes, statutes, and regulations to applicable parties.
  • Conducts preconstruction conferences, walk-throughs, final inspections and certificate of occupancy inspections to avoid potential problems.
  • Responsible to oversee multiple projects at any one time to ensure compliance of complex building codes, city ordinances and approved design plans and specification.
  • Posts inspection data in computer; answers telephones and gives out building code information, issues permits, maintains files, inputs file data in to Town’s developmental software.
  • Reads and interprets charts, lab reports, building specifications, plans and blueprints, various gauges and meters, technical handbooks, ordinances, laws, and statutes.
  • Composes, researches, prepares, and distributes various narrative and statistical reports, correspondence, memos, and forms. Receives and responds to concerns and/or complaints from citizens, contractors, engineers, architects and other applicable stakeholder. 
  • Reviews and resolves long standing open permits.
  • Monitors open code violation cases and initiates enforcement proceedings and provide necessary documentation required to assist in the legal resolution of code violations. 
  • When necessary, and in coordination with the Building Official to issue stop work orders on projects and business that are in violation of Town codes and ordinances. 
  • Responsible for collecting, confirming, recording and maintaining third party inspection documentation in areas such as; the energy code, medical gas code, Texas accessibility documentation (TAS), Texas customer service inspection, sustainability issues, engineering and architectural reports and similar documentation. 
  • Performs various other tasks and special projects as needed or directed, such as the organization and execution of the Town garage sale and other city approved special events. 
  • Attends meetings, seminars, and training courses as required. Performs other duties as assigned.

Job Requirements


Education/Experience: Bachelor’s degree in engineering, construction, environmental science or related field and four (4) years of experience in assigned area of responsibility; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Prefer five (5) years of building construction experience as a journeyman-level tradesman or equivalent experience in the construction and/or inspection field, leadman or supervisory experience.

Knowledge, Skills, and Abilities: Working knowledge of plumbing, electrical, mechanical, and building codes. Understanding of complex high-rise-building and safety codes, complex airport-related-building and safety codes, and applicable federal, state and local handicap accessibility-building and safety codes and the differences of when their application is required. Good grammar and verbal fluency to explain building codes and the need for compliance. Ability to interpret blueprints, enforce building codes tactfully and efficiently, and to establish and maintain professional working relationships with outside contractors and city officials, and to deal tactfully and pleasantly with the general public and fellow employees. Skilled in providing customer service. Skilled in defining problems, collecting data, establishing facts and drawing valid conclusions.  Skilled at performing mathematical calculations. Skilled in prioritizing, and managing projects simultaneously.  Skilled in reading, interpreting, applying, and explaining laws, codes, rules, regulations, policies and procedures.  Skilled in operation a computer and related software applications. Skilled in communication effectively with a diverse-variety of individuals. A valid State of driver’s license is required. Safe driving record. Must pass a pre-employment drug test and criminal history background check.

Certifications: Valid Texas Driver’s License. A valid Texas State Plumbing Inspectors license is required, or must be successfully obtained within 60 days of the initial hire date to maintain position.  ICC certifications may be required to be obtained in two construction inspector disciplines within 6 months of employment (e.g. building, plumbing, electrical, mechanical, etc.).

An ICC certification as a plans examiner is preferred.  Also preferred are ICC certifications such as building, plumbing, electrical, mechanical, accessibility, combination inspector, etc. are preferred depending on the types of plan reviews inspections that will be performed.
