Job Summary This is one classification in a progressive series of Office Administration positions which focuses on a variety of administrative support and clerical functions including front desk/reception functions as assigned. Under oversight by Office Specialist, reviews non-commercial real property sales transactions, performing initial simple analysis processes to validate sales prices. Assists in administering various programs related to property tax exemptions, valuation freezes, and property tax deferrals, by reviewing applications, gathering supplemental documentation, and performing data entry functions. Under oversight by Office Specialist, reviews and routes workflow documents relating to creation or deletion of new parcels that result from splitting or combining existing parcels and performs data entry in real property database for non-complex parcel creation/deletions. Routes routine documents relating to ownership and improvement changes for centrally valued properties in conjunction to the Arizona Department of Revenue. Assists in reviewing annual centrally valued property data upload received from Arizona Department of Revenue for accuracy. THE OPPORTUNITY The Auditor-Controller is seeking a talented, experienced and goal-driven Senior Technology Services Manager to perform a variety of technical, functional and analytical duties to support the County’s property tax systems that include the core custom recently-modernized Property Tax System (PTS) application, internal and external system interfaces (e.g., Assessor interfaces, IVR and web interfaces, lien interface, Assessment Appeals interface, etc.). This position reports to the Technology Services Assistant Deputy Director and is part of the team that has the functional and technical responsibility for providing critical systems support to the County’s Property Tax administration processes performed by the Auditor-Controller, Treasurer Tax-Collector and Clerk of the Board. This team also supports all projects related to the County’s property tax administration objectives in the areas of constituent service delivery, legal compliance, fiscal stewardship, technology use, operational efficiencies, policies and standards, security, and service continuity. This role will also interact with County agencies, the County Data Center, and third-party vendors during upgrades and/or implementation of enhancements including but not limited to new software and/or hardware. PTS is a Java/SQL Server based system that was recently modernized from its legacy mainframe platform. THE OPPORTUNITY The Auditor-Controller is seeking a talented, experienced and goal-driven Senior Technology Services Manager to perform a variety of technical, functional and analytical duties to support the County’s property tax systems that include the core custom recently-modernized Property Tax System (PTS) application, internal and external system interfaces (e.g., Assessor interfaces, IVR and web interfaces, lien interface, Assessment Appeals interface, etc.). This position reports to the Technology Services Assistant Deputy Director and is part of the team that has the functional and technical responsibility for providing critical systems support to the County’s Property Tax administration processes performed by the Auditor-Controller, Treasurer Tax-Collector and Clerk of the Board. This team also supports all projects related to the County’s property tax administration objectives in the areas of constituent service delivery, legal compliance, fiscal stewardship, technology use, operational efficiencies, policies and standards, security, and service continuity. This role will also interact with County agencies, the County Data Center, and third-party vendors during upgrades and/or implementation of enhancements including but not limited to new software and/or hardware. The individual should be able to demonstrate the ability to adapt to the direction set forth by the Auditor-Controller for the County and its constituents. The position may be on-call 24/7. PTS is a Java/SQL Server based system that was recently modernized from its legacy mainframe platform. Critical to the operation of the County and its taxing agencies, PTS enables the Auditor-Controller (A-C), Treasurer-Tax Collector (TTC) and Clerk of the Board (COB) to collaboratively administer property taxes efficiently via automated built-in processes. The in-house developed system also facilitates the efficient collection and application of approximately $8 billion in annual property tax of tax payments and apportion to the County, cities, schools, and special districts. Along with this core application, the PTS IT Team also manages several interfaces and ancillary programs with specialized functions that integrate with PTS. DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will possess at least five (5) years of property tax experience, must include two (2) years of lead or supervisory experience AND a Bachelor’s degree in computer science, information technology, business or related field. A Master’s degree or higher in computer science, information technology, business or related field may substitute for two (2) years of the required experience. The successful candidate will also possess the following competencies: Technical Proficiency Knowledge of information systems concepts, software development methodologies and network/security fundamentals, and technologies that align with the County’s and Auditor-Controller’s technology stack. Understanding of enterprise systems’ batch job processing and forecasting requirements. Evaluating and adopting current and emerging technologies to enhance PTS efficiency. Maintaining comprehensive documentation and knowledge sharing to facilitate troubleshooting and continuity. Familiarity with Agile project management methodology a plus.
