The Radio Communications shop maintains the communication system for the City of San José that is used by multiple departments, such as: Police, Fire, Department of Transportation, Parks Recreation Neighborhood Services (Park Rangers), and Public Works (Animal Care & Services). The City of San José public safety and city services depend upon the use of commercial radio communications equipment. For police officers and firefighters, radio communications are the primary means of communicating with the 9-1-1 dispatch center in performing their duties. These vast stand-alone radio systems with fault-tolerant designs are essential to providing the public with reliable emergency response services 24 hours a day, 365 days a year with demand for system survivability through any catastrophic event. The key responsibilities of the Communications Technician may include: Installation, maintenance and repair of mobile and portable radios, base and control stations, microwave systems, dispatch consoles, voting receivers and comparators, digital Microwave system and P25 LMR systems. Respond to trouble reports, perform preventative maintenance and project assignments. Update technical documentation including wiring block assignments, CEB programming and configurations, as-built drawings of installed equipment at City radio sites, specialized vehicular installations, and diagrams of the City's various communications systems. Provide recommendations for process improvement changes with the input of technical staff. Construct and/or modify communications equipment and perform research on new equipment. General Description and Classification Standards Assists with design, installation, testing, repairs, and calibration of complex electrical, electronic and mechanical equipment such as flow meters, pressure transducers, water quality analyzers, and remote controlling devices including electronic and solid state relays, Programmable Logic Controllers (PLC) and fiber optic transceivers. Duties may include, but are not limited to: maintaining the equipment with the aid of various instruments such as a digital multimeter, oscilloscope, and tone generator; taking corrective action, and creating sketches and records for future reference; assists in the design, assembly, testing and installation of process control panels. Supervision Received Works under very general supervision. May work independently or with other skilled or semi-skilled workers with responsibility for completion of assigned tasks. Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. Troubleshoots and repairs in-line process controls, electronic, pneumatic, instrumentation, electrical high and low voltage devices; replaces electronic circuit boards and cards; downloads & uploads programs with the use of a laptop. Installs flow meters, transmitter, indicator, VFDs, PLCs, UV SYS, and calibrates belt scales. Reads, understands and performs minor modifications to existing PLC code; downloads PLC programs to PLCs and RTUs; troubleshoots issues with field instrumentation and PLC hardware including CPU, communications, and input/output modules. Checks, cleans, calibrates and otherwise maintains water quality analyzers in accordance with established job plans; this may involve changing reagents, using primary or secondary standards and changing physical components; documents all cleaning and maintenance activities. Maintains the process variable measuring, controlling or transmitting type of instruments for flow, volume, level, temperature, pressure, O2, gas, vibrations, etc. Receives work assignments and plans work sequence and resources/materials needed; serves organization as a technical expert; trains and observes crew for proper work, good safety procedures, etc. Maintains a neat and orderly working areas, warehouse, etc. Decision Making Makes decisions on technical issues, diagnoses, or procedures following organization guidelines and local, state and federal regulations. Selects from multiple procedures and methods to accomplish tasks. Establishes work methods, timetables, performance standards, etc. Leadership Provided Serves as a technical resource or mentor to other employees. Routinely provides work group leadership, guidance, and/or training to less experienced staff.
