DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS This posting is for a Staff Analyst position within the Real Estate Services Land Acquisition team in Houston Public Works (HPW). This group is tasked with the acquisition of land and property interest in the support of Capital Improvement Projects.
This position will support Real Estate Services - Land Acquisition by managing varying projects to support acquisition projects by evaluating, reviewing, and monitoring real estate files, managing project activities with third party consultants, management districts and municipal utility districts, handling relocation and right of way clearance activities and handling research request received by the department.
Specific duties of this position will include but are not limited to:
- Investigates and makes recommendations for addressing issues of medium complexity and/or sensitivity.
- May be assigned management responsibilities on a limited basis for certain functions, units or programs.
- Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned.
- Completes special projects assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of simple to medium complexity.
- Represents supervisor at meetings and functions generally to gather information.
- Handles highly confidential information.
- Prepares, edits and revises department policy and procedure manuals. Responds to correspondence, requests for information, etc. as assigned by supervisor.
- May participate in the development of management and administrative policies, procedures and master plans with both short- and long-term objectives. Analyzes and reviews management practices and procedures and develops recommendations for improvement.
- Negotiates solutions for problems of simple to medium complexity as assigned by supervisor.
- Interprets administrative policies and oversees communication with department personnel regarding these policies.
- Participates in evaluation and design of workflow, processes, various operations systems, etc.
- Develops technological solutions and systems for continuous improvement programs and other appropriate applications.
WORKING CONDITIONS The position is physically comfortable most of the time with occasional periods of stooping, bending and/or light lifting of materials of up to 10 pounds
This is a Department of Houston Public Works Management position at the Tier III Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year - for year basis.
EXPERIENCE REQUIREMENTS Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

- Proficiency with Microsoft Office 365, including:
- Excel, Word, Outlook, Teams, SharePoint
- Five or more years’ experience in real estate activities, design or closely related experience.
- Strong interpersonal skills, team player attitude, and the ability to establish excellent working relationships at diverse levels
- Demonstrated ability to train/mentor less experienced professionals
- Capacity to perform complex research to assist with Discovery, Texas Public Information and Legislative Analyst Research request
- Enhanced comprehension of field notes, maps and appraisals.
- Ability to execute creation, review and management of real estate documents such as offer packages, purchase agreements, counteroffers and request for council actions.
- Strong background knowledge of public sector land acquisition processes
