The Transbay Joint Powers Authority (TJPA) has an exciting employment opportunity for an individual who seeks intrinsic value as the Senior Information Technology (IT) Manager with a passion for public service in the transportation industry. The TJPA Senior IT Manager will report to the Executive Director and be part of a management team responsible for operating the new Transit Center in downtown San Francisco, a multi-billion-dollar transportation center known as the “Grand Central Station of the West.”  

The Senior IT Manager will oversee all IT operations and initiatives to support the TJPA and the Transit Center’s current and future technology needs. This includes developing and implementing the IT strategy for the Transit Center, coordinating it with the operational needs of the facility, and ensuring that all necessary systems are in place. 

The Senior IT Manager will guide the full solution life cycle for the IT systems, including web/mobile technologies, and manage an annual IT budget. The Senior IT Manager will provide strategic thought leadership for moving into next generation IT and IT applications that will enable increased business efficiencies and the potential to generate revenue. 

The Senior IT Manager will work with various members of the TJPA’s internal and external management team, including its legal, financial, and outreach staff, as well as the asset management team overseeing operations at the Transit Center to support technology requirements and ensure that each technology investment adds a maximum level of service and value to the facility’s users.

Job Description

The Senior IT Manager responsibilities include, but are not limited to:

  • Providing visible strategic leadership across business lines and acting in a consultative fashion with other business leads, with the goal of achieving business unit efficiency and effectiveness
  • Defining and communicating plans, policies, and standards for acquiring, implementing, and operating IT systems
  • Acquiring, implementing, and managing IT infrastructure, including maintenance, disaster recovery, and business continuity planning
  • Overseeing risk management, resource allocation, project prioritization, research, and the recommendation of new systems and software products and services
  • Ensuring the implementation and efficacy of all IT countermeasures and security protections against various external threats
  • Approving purchases of technology hardware and software
  • Managing IT vendor and business partner relationships
  • Analyzing the needs of different building system platforms and technology systems; identifying ways to meet business objectives by leading the modification of existing or development of new information processing systems to improve facility users’ experience
  • Managing the IT infrastructure and resources budget and ensuring expenditures are contained within established guidelines
  • Reviewing the technological landscape resulting from vendor mergers/acquisitions integrating systems in a timely and efficient manner
  • Training and managing to various personnel and providing for their continued development
  • Driving the development and use of best practices throughout the organization, while governing control and ensuring objectives are established and achieved
  • Creating and fostering an environment to deliver innovative solutions, leveraging advanced development, analytic, and collaboration platforms
  • Keeping current with trends and issues in the IT industry including current technologies and prices; educating and advising executive management and the TJPA Board of Directors on the competitive or financial impact of current technologies
  • Communicating the TJPA's technology strategy to the TJPA Board, management, staff, partners, customers, and stakeholders

 Additionally, the Senior IT Manager is responsible for:

  • Providing IT management and support necessary to ensure the uninterrupted work of TJPA, including uninterrupted access to e-mail, internet, and phones
  • Providing the TJPA with support in the routine use and repair of the TJPA’s network, hardware, and software systems, including its financial system
  • Preparing documentation of TJPA’s network, hardware, and software systems
  • Assisting with procurement of additional networking equipment, hardware, or software for TJPA, as needed
  • Assisting with upgrades and maintenance of the TJPA’s website
  • Managing external IT consultants

Job Requirements

Minimum Qualifications:

  • Bachelor's degree in Computer Science, Engineering, or related technical field
  • Fifteen (15) years of experience in progressively responsible positions within an information technology and business environment
  • Seven (7) years of leadership experience in a senior leadership capacity
  • Five (5) years of specific experience with integration technologies and mobility services
  • Experience in IT strategy development and the planning and implementation of IT systems
  • Expertise in the management of enterprise IT infrastructure and all associated functions
  • Experience in the planning and managing of annual IT budgets of $10M+
  • Extensive IT vendor and partner management experience
  • Knowledge of budgeting and expense forecasting
  • Strong interpersonal skills and ability to communicate (verbal/writing) effectively; ability to explain technology and give presentations to a board and other audiences

 Desired Skills, Abilities and Qualifications:

  • Master's degree: MBA or MS in a technical field
  • Knowledge of standard practices and leading technologies in the transportation and logistics/sectors
  • Effective leadership skills; comfortable making operational decisions, monitoring progress, and reporting results in a challenging environment
  • Ability to translate business needs and objectives into requirements and project estimates
  • Effective conflict management and negotiation skills
  • Knowledge of leading development methodologies, technology governance best practices, and service management/service delivery (expert level)
  • Excellent organizational skills, ability to prioritize, and strong attention to detail
  • Self-motivated and strong analytical/problem-solving skills
  • Ability to collaborate at all levels of the organization and across other functional areas
  • Experience working for a transit facility and/or government agency

Salary is negotiable dependent upon qualifications and experience. A comprehensive benefits package includes medical, dental, vision, life insurance, CalPERS retirement plan, 12 days per year vacation, 10 holidays, 12 days per year sick leave, and up to 5 days per year administrative leave.
