This is an exempt (salaried) position.More About The RoleMecklenburg County Air Quality is seeking a science and people oriented professional with a technical background and strong communication skills to serve in its Permitting and Enforcement Program. The permitting and enforcement program involves many different program areas encompassing a variety of work tasks. The Air Quality Specialist II conducts inspections, issues permits, consults with industry contacts, reviews emission inventories, composes letters & reports, enforces rules, and responds to service requests. Candidates who demonstrate a willingness to learn and an attitude of positivity & flexibility are most successful in this role. A valid driver's license is required. Successful applicants will need to travel to Charlotte, NC for interviews.Position SummaryPerforms technical and investigative work involving enforcement of various codes and regulations to protect public health, safety, and the environment. Under minimal supervision, may perform site inspections, collect and analyze samples and data, and respond to citizen complaints.Essential FunctionsReview field inspection reports and assign and monitor follow-up corrective and enforcement actions and plansInvestigate complaints concerning suspected violations of environmental laws, rules and regulationsCoordinate and participate in enforcement actions with external agenciesDraft, prepare, and review reports, correspondence and other documents concerning complaints and enforcement activitiesConsult with management, other governmental agencies and industry representatives on environmental mattersDevelop data processing applications involving databases and spreadsheets to compile, inventory, and manage field testing, sampling and investigations dataOrder field equipment and supplies used in conducting field sampling, testing and investigationsProvide technical guidance and may schedule, assign, train and oversee review the work of othersConduct field tests, sampling, and investigations to assess the natural environment and to determine sources of and methods for controlling pollutants in air, water and soilPerform public education and outreach activities in various settings such as the field, office or classroom environmentsAssist with the preparation of grant applications to fund environmental programs as directedOperate environmental monitoring equipment, following quality controls and good laboratory practice (GLP)Minimum QualificationsMinimum of two years of experienceBachelor's degree in an environmental or scientific fieldLicenses and CertificationsValid North Carolina or South Carolina Driver's LicenseCounty Driving PrivilegesAnnual Motor Vehicle Record (MVR) check requiredKnowledge, Skills and AbilitiesKnowledgeEnvironmental assessment and pollution control principles, practices and methodsField testing, sampling and investigation techniques and proceduresFederal, state and local environmental laws, rules and regulationsSkillsMaintaining field monitoring and data equipmentConducting field observationsPreparing reportsCollecting field samplesOrganizing, evaluating, and acting upon observations identified in the fieldAbilitiesApplied Learning: Assimilating and applying new job-related information in a timely mannerBusiness Acumen: Using economic, financial, market and industry data to understand and improve business results; using one's understanding of major business functions, industry trends and own organization's position to contribute to effective business strategies and tacticsCollaboration: Working effectively and cooperatively with others; establishing and maintaining good working relationshipsCommunication: Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the information providedComputer SkillsProficient in applicable computer programs.Work EnvironmentWorks outdoors, exposed to weather conditions.Other InformationReasonable accommodations may be made to help enable qualified individuals with disabilities to perform the essential functions of this job.
