Job Duties What You Will Be Doing: Act as the design engineer for a variety of capital river projects which may include producing design reports, cost estimates, specifications , design plans, and the review of designs and technical reports and estimates produced by others . Act as the project manager for assigned projects from conception to implementation, including defining project scope and schedule through construction and estimating costs of professional design services and construction implementation. Analyze, interpret and apply state, local and federal requirements to the planning and design of flood risk reduction and floodplain reconnection projects. Manage and coordinate construction contracting process es including bid document preparation, contractor qualification and negotiation of construction contract and construction management. Typical Qualifications Requires a Bachelor’s degree in Civil Engineering, Construction Management or other relevant field and four (4) years or more of capital project management experience, road construction management experience or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Experience working in project management or construction management required. Must possess or obtain a Local Agency Program (LAP) Certification within six (6) months of hire. Possession of a Professional Engineer License issued by the State of Florida preferred. Must possess a valid State Driver’s License. Supplemental Information Knowledge of the methods, policies and procedures of the Department and County as they pertain to the performance of duties of the Senior Project Manager. Knowledge of the functions and interrelationships of County and other Governmental agencies. Knowledge in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Ability to ensure departmental compliance with all laws, regulations and the activities of the department through effective supervision. Ability to review and interpret construction plans and drawings to execute job responsibilities. Knowledge of the materials and equipment used in the construction of the CIP projects. Knowledge of various permits required by Local, State and Federal agencies for the construction and operation projects. Ability to provide technical expertise in the development of engineering designs, specifications, cost estimates and project plans. Ability to offer training and assistance to co-workers and employees of other departments as required. Ability to take the initiative to complete the duties of the position without the need of direct supervision. Ability to plan, organize and prioritize daily assignments and work activities.
