Job Description

The Virginia Department of Housing and Community Development is seeking a strong experienced leader to serve as the Housing Finance Program Manager. This position is critical in the Division of Housing as it ensures that agency program goals and objectives intended to produce and preserve safe, decent, and affordable housing for lower-income citizens and targeted populations are properly implemented. This position manages housing finance activities and programs including the effective administration of the HOME Investment Partnership Program, state and national housing trust fund programs, Vibrant Communities Initiative (VCI), and other funding programs targeted to first-time home buyers at or below 80% of the Area Median Income, and multifamily development which provides rental housing opportunities serving the target population at or below 60% of the Area Median Income. This position is also responsible for coordinating funding activities with DHCD’s funding partners (e.g., the Virginia Housing Development Authority, the U.S. Department of Housing and Urban Development, and the U.S. Department of Agriculture Rural Development) as well as other housing providers and developers. It is also responsible for overseeing and analyzing the housing development loan portfolio, cash flow projections, underwriting, and financial statement submissions. Additionally, this position provides daily supervision of unit staff and is responsible for interpreting state and federal policy related to implementation of these programs.

Job Requirements

Considerable knowledge of federal and state housing grant and loan programs, loan administration, real estate finance, multifamily and single-family mortgage lending and underwriting policies and procedures, and the applicable laws affecting the real estate housing and finance industry. Knowledge of program management methods as they relate to developing policies, procedures, project implementation and personnel supervision. Demonstrated ability to effectively manage multiple priorities, and the ability to communicate effectively both orally and in writing. Ability to work independently and supervise others in a team environment with a strong focus on written and oral communication skills. Considerable experience in conducting and providing intensive technical assistance, training workshops, making technical presentations, and facilitating group discussions. Must have interpersonal skills and the ability to use a PC and appropriate software applications to manage and report program data. Graduation from a college or university with a degree in real estate, finance, business, public administration or related field. Advanced degree preferred. An equivalent combination of training and experience may be considered in lieu of educational requirements. Must possess a valid driver’s license and be able to travel, often overnight.
