Minimum Qualifications Education and Experience: An Associate's degree in Computer Science, Information Technology, Process Control Systems, or a related field from an accredited educational institution. Five years' experience in industrial control systems or information technology. An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis. Satisfactory completion of the Scottsdale SCADA Apprentice Program will meet the required years of experience for the SCADA Specialist I. Preferred: Experience programming and maintaining Emerson control systems, and 2-way radio, Ethernet/IP and/or fiber optic data communications systems. Licensing, Certifications and Other Requirements: Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona. Must obtain within six months of hire or promotion, and maintain one Grade 1 certification from the Arizona Department of Environmental Quality (ADEQ) within the discipline of Water Treatment or Water Distribution or Wastewater Treatment or Wastewater Collections. Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work. Essential Functions Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following: Provides daily administration and maintenance of the Division's large, complex, and unique Supervisor Control and Data Acquisition (SCADA) system. Evaluates and analyzes functional area related processes, procedures, and workflow to determine the feasibility of different technology options and solutions to meet requirements. Researches, develops, tests, and evaluates, and installs, new control system programming code. Provides support required for all functional area related applications, including working with users and vendors to enhance or upgrade SCADA systems, or train users of the system. Resolves SCADA system operational problems for users in the Division. Develops procedures manual and related forms to ensure smooth SCADA system operations. Provides technical expertise in control system programming, SCADA network administration, database management, and/or data communications systems support to Division personnel. Oversees and participates in the installation, configuration, troubleshooting and repair of the SCADA and data communication systems. Participates in planning of work to be performed by a team of skilled technicians, including preventative maintenance tasks, control system enhancements, new equipment installations and emergency repairs. Participates in the development of specifications, standardization, and planning of industrial control systems to meet current and future needs of the city's water and wastewater utility. Provides daily administration and maintenance of the SCADA data communication network interconnecting Division facilities throughout the city, while monitoring, adjusting and repairing equipment as necessary to maintain compliance with FCC regulations. Assists in prioritization, submission, and implementation of requests for service for the division. Maintains an optimum level of control system technology and data communications equipment to ensure adequate and resilient SCADA system operations. Provides on-call support during non-business hours including evenings, weekends and holidays to troubleshoot and resolve utility automated operational control and data communication technology systems. Drives a vehicle to various facilities in order to maintain SCADA data communication networks.
