OVERVIEW Position Summary This position is responsible for serving as an expert technical resource and/or lead for waste reduction and recycling programs and projects. This includes identifying industry trends and monitoring state and federal policy that may impact the solid waste system and pose a need for action and new program implementation. The incumbent will monitor system performance, including waste diversion data, climate change impacts, and customer participation; develop strategies for target waste streams; participate on statewide and regional waste reduction and recycling workgroups; communicate and partner with businesses and organizations that participate in and support the County's recycling system; and monitor progress toward goals identified in the Division's Solid and Hazardous Waste Management Plan. In coordination with the Hazardous Waste Program Analyst, this position will also serve as a subject matter expert on Extended Producer Responsibility programs and promote the adoption of policies that reduce the costs of managing certain waste streams in Kitsap County. The position also serves as an expert technical resource for department-wide education, outreach and communications initiatives, provides advice and expertise to leadership, staff, and community groups related to communications, public engagement, marketing, interpretation, education and outreach, and coordinates with or serves as liaison to regional workgroups with external partners. QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS REQUIRED EDUCATION AND EXPERIENCE: Bachelors Degree in Environmental Science or related field; and Three years of experience related to solid waste planning, environmental education, environmental program management or project oversight OR Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work. PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS: Experience in the Public Sector. Driving Requirements The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as : Category 1: operates County-owned vehicle, and C ategory 2 : Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license. ILLUSTRATIVE EXAMPLE OF DUTIES Programs: Plan, develop, and implement solid waste education, outreach and communications programs and serve as a program lead for the Division's waste reduction and recycling programs. Coordinate all aspects of program services, including determining business need; planning in the long and short-term; developing applications, procedures, and processes; analyzing and monitoring data; developing communications, marketing, and training plans; analyzing legislative action for program impacts; managing day-to-day operations and related projects; and evaluation. The incumbent also provides program recommendations to leadership using expertise in outreach and communications. Projects: Plan, develop, and implement education, outreach and communications projects related to the program area of specialization, including administration of contracts and grants. Responsibilities include determining business need; securing funding; developing scopes of work, budgets, and timelines; writing RFPs, proposals, and applications; procuring materials and professional services; monitoring contract services; approving deliverables and invoices; and submitting reports to funders. The incumbent also acts as an expert technical resource in outreach and communications for department or organization-wide projects that are outside of their program area of specialization. Communications: Develop and implement communications for programs and projects, including assessing business need; coordinating stakeholders; conducting research; determining strategy; developing marketing collateral and applications; writing content; public and media relations; and evaluation. The incumbent also acts as an expert technical resource in education, outreach and communications for department or organization-wide projects that are outside of their program area of specialization. Other essential education and outreach duties: Coordinate with or serve as liaison to waste haulers, community groups, organizations, agencies, and other county departments to create partnerships, implement programs and projects, and establish and maintain professional relationships. Groups may include WSU Extension, Zero Waste Washington, Kitsap Conservation District, Washington State Recycling Association, Recycle Right Communications Consortium, and Northwest Product Stewardship Association. Represent the Department or Division at public meetings, events, or hearings on projects or programs. Act as lead for seasonal temporary help employees, including work planning, orientation and training, scheduling, task prioritization, and monitoring.
